Effie McDougall Blau was born on January 3, 1876 in Girard, Alabama. It is not known who she was named after. She married Lorenzo Garland Biggers (born November 12, 1876) on August 10, 1904. Lorenzo Garland Biggers was publisher of the newspaper of West Palm Beach, Florida. He was a charter member of the Southeastern Chamber of Commerce andwas its secretary. He was elected mayor of West Palm Beach in 1922. Effie and Lorenzo Biggers had no children.

He was a Mason, active in the Shriners, the Kiwanis, YMCA and the Mayors Club. They were members of the Union CongregationaL Church in West Palm Beach. Lorenzo Garland Biggers died August 31, 1965 at age 88 (Palm Beach Post, September 1, 1965). Effie McDougall Blau Biggers died on March 18, 1967 at age 91 (Palm Beach Post, March 19, 1967, p A-13). They are buried in Royal Palms Cemetery, Division B, Section 4, Block 5, Lot 17, in West Palm Beach, Florida.
