Yes, there is something different going on here. Try scrolling the page down, and you will note that not only does this text stay put, but so does the Navigation on the left of the page.
The Navigation is taking up 20 percent of the page width and the content area the remaining 80 percent. This matches the width taken by the average page which has margins of 10 percent on each side of the content area. So, we are now using that margin space for our Navigation and are making use of the greater space available for the content. To do this, the Navigation is 'fixed' and therefore accessible from any part of the 'visible' page.
Clicking on new color will change the Content area background color to show that the lefthand column of the 'testing' text is on the edge of the scrollable page. Back to the old color.
The Navigation column has its own background-color and the Content area background is set in the body style. The Navigation column uses CSS2 styling to create the area, e.g. div#lft_nav {position:fixed; z-index:10; top:0; left:0; bottom:0; width:200px;} and the Rootsweb banners are placed above and below the content area.
