Francis Palmateer
b. 27 November 1755
- Father*: Johannes Parmentier1 b. 3 Jan 1722, d. b 9 Feb 1793
- Mother*: Blandina Le Roy1 b. 6 May 1724
- Francis Palmateer was baptized on 27 November 1755 at Presbyterian Church, Poughkeepsie, Dutchess Co., New York.1
- He married Elizabeth at Percy Twp., Northumberland Co., Ontario, Canada, circa August 1829.
- Also known as Francis Le Roy Parmentier.1
- Also known as Francis Palmatier.2
- John Palmatier and his son Francis Palmatier were among those mentioned at a meeting of the Commission for Detecting and Defeating Conspiracies in New York on 30 April 1777, by one William Cook, as having planned to and marched off to join the enemy (meaning the British). The following day a number of members of this Loyalist group that had previously been apprehended were ordered jailed, including Jacob Backer and Dominicus Muntfort, who upon examination also mentioned John and Francis Palmatier (while downplaying their own involvment). It seems that the party of Loyalists was unssuccesful in their attempt to join the British forces, and nothing more is mentioned of the incident in later minutes of the Commission.3
- On 27 June 1800 at New Castle District, Upper Canada, Francis Palmateer obtained a lease of lot number three in the eighth concession of Cramahe.4
- Francis Palmateer is found in the census records of Percy Twp., Northumberland Co., Ontario, Cananda in 1811, 1812. He is listed in the Cramahe Twp., Northumberland Co. census records in 1803 through 1823 (there is a Francis Palmateer in both Percy and Cramahe in 1811 and 1812).
- On 29 December 1803 Alexander Chisholm certified that Frank Palmateer had been in this Province (Upper Canada) five years and behaved himself as a good laborer in the settlement and never received any land from the Crown as yet.5
- Francis Palmateer appeared on the census in 1804 at Cramahe, New Castle District (now Northumberland Co.), Ontario, as Frances Palmateer, with a household of 1 male aged 16-60, 1 female aged 16-60, 3 males under 16, 1 female under 16.6
- He appeared on the census in 1810 at Cramahe Twp., Newcastle District (Northumberland Co.), Upper Canada, with a household of 1 male over 16, 1 female over 16, 5 males under 16, 2 females under 16.7
- On 29 June 1811 Francis Palmateer of the Township of Cramahe, yeoman, petitioned to obtain a lase for lot number eleven in the ninth concession. Signed with his mark.8
- He took the Oath of Allegiance on 29 June 1811 at New Castle District, Upper Canada.9
- He appeared on the census in 1817 at Cramahe, New Castle District (now Northumberland Co.), Ontario, Canada, with a household of 3 males over 16, 2 males under 16, 4 females.10
- He appeared on the census in 1818 at Cramahe, New Castle District (now Northumberland Co.), Ontario, with a household of 3 males over 16, 1 female over 16, 2 males under 16, 4 females under 16.11
- He appeared on the census in 1823 at Cramahe, New Castle District (now Northumberland Co.), Ontario, with a household of 2 males over 16, 1 female over 16, 2 males under 16, 3 males under 16.12
- Land Registry Records show that Francis Palmateer and Elizabeth Palmateer sold the 200 acres of Lot 16, Conc 4 to Levi and Chester Loomis. Crown Patent for this same 200 acres had been acquired by Elizabeth Dingman, the widow of Jared Dingman, April 8, 1829, after some petitions that asked to void any claim for the original location of one John Devine, who never lived here, according to James J. Merriam and Roger Merrell. IGI Record show Francis Palmateer married Elizabeth Dingman and, based on ages and the above, it appears as if it was not a daughter of Jacob Dingman but the widow of Jared Dingman.
- Francis and Simon Palmateer, who both appear in Northumberland Co., Ontario in the first decade of the 19th century, are probably brothers.
- That the Francis Palmatier, son of Johannes Palmatier and Blandina Le Roy, is the same person as the Francis Palmateer who is found in Northumberland Co., Ontatio, Canada, is tentative. The belief that this is a liklihood is based upon the age of the two, and the fact that the Francis Palmatier of Dutchess County had Loyalist leanings, while the Francis Palmateer of Ontario settled in a location that was initially settled by American Loyalists.
