A.C. PHELPS AND FAMILY D.M.C. 1858
A.C. Phelps located on the creek which now bears his name, in August, 1858. He was a cooper and selected that particular place on account of the oak growing there. The mines of Eastern Oregon were being vigorously worked at that date, and thousands of miners made a demand for whiskey. The only way to get the whiskey into the mines was to pack it on the backs of burros in small kegs, holding not more than five gallons each. To manufacture these kegs Mr. Phelps and Mr. S.B. Ives, his partner, came to the valley. The making of these kegs was a profitable business and was one of Hood River's first industries. The transfer of a load of these kegs to the river steamer, on May 14, 1864, resulted in the drowning of James Laughlin of The Dalles, Wm. Jenkins and his son Walter. The steamer would not stop and the kegs were carried in a sloop, to the river boat. Mr. Phelps managed the sloop, James Laughlin and Mr. Jenkins handled the kegs. Walter persisted in standing up and the shifting of the boom threw him into the river. Mr. Jenkins sprang after him and caught him as he came up. He called for help and James Laughlin threw off his coat, seized a keg and endeavored to reach him, cramps must have seized him for he abandoned the keg and turned towards the shore, sinking a few minutes later. Mr. Phelps had succeeded in turning his boat around but before he could reach Mr. Jenkins and his son, the icy water had closed over them. About the year 1865 Mr. Phelps was married to Mrs. Julia Birney, she was a daughter of Laban Stillwell and a Hood River pioneer of 1859. She had one son, Richard Birney, and another son, George Phelps, was born in Hood River in 1869. George Phelps is a resident of Portland (1916) and is an engineer on the railroad. Mr. and Mrs. Phelps are both dead. Mr. Phelps was one of the party that ascended Mt. Adams in August 1863.

C.W. PHELPS AND FAMILY D.M.C. 1875
C. W. Phelps, with his family, reached Hood River on Nov. 10, 1875, coming from Pennsylvania with the Parkhurst Colony. Land was secured about one-fourth mile east of the location of the Barrett school house, that building being erected three years later. Many of the colonists settled in that neighborhood and this fact made possible the erection of the new school building. There were five children in the family and all were of school age, and attended the school regularly for five years. Vine, the oldest son possessed unusual musical ability with a very melodious voice, and was always prominent in all social gatherings and school activities. Mr. Phelps made valuable improvements on his farm but was compelled to be away from home much of the time in other employment. While the railroad was being built he was constantly employed on it and soon after its completion he sold his place to Mr. Van Assalt of Seattle, Mr. Phelps' family moving away front Hood River in the summer of 1883. Vine was back in Hood River at a later date, giving instructions in music and Fred came back to work in the sawmills of this section. One daughter, Kate, was born in Hood River, but was never a pupil in the schools. Another daughter, Grace, was born in The Dalles after the family had moved there. Lida married Mr. Dunham of that city, after his death she became Mrs. Frazier and moved to California where she now resides. Fred married Miss Miller of "Miller's Bridge" and they live in Eastern Oregon. Tom is also living in East-ern Oregon, not far from his brother, and Grace and her husband are not far from there. Gilbert W. or "Bert" as he was familiarly known in Hood River, studied law and is Judge of the Sixth Judicial District in Oregon, and one of Oregon's most capable lawyers. Mr. Phelps died in The Dalles not many years after leaving Hood River. Mrs. Phelps lives with her daughter Kate in Oakland, California.

The newly-married couples on Lyman Smith avenue were liberally serenaded. Rolly Phelps got off easy by setting up the cigars for the boys. But Jim Kaiser was not so fortunate. The serenaders took his place by storm Sunday night. By promising to get some whiskey by next evening he got them to let up on the "music" they made with the horse fiddle and tin pans. Before the next evening he repented of his rash promises to get the whiskey. Not been a drinking man himself he thought it would be right to buy whiskey for others. The boys came back Monday night, and when they found he had failed to procure the whiskey they bombarded his house with everything that would make a racket, beat the sides of it with scanting and yelled in a manner that would make a Comanche Indian take a back seat. Jim finally promised to raise $1.50 next day and leave it at one of the stores in town to treat the crowd, and the boys left. Jim says the next time he gets married he will go to some country -- Arkansas, for instance - where the usages of the dark ages, like the charivari, are out of date.
