Wiggins, was a Sargent in the 'Confederate States of America Army' and reported to be the highest ranking "officer" left to return from his outfit at the end of the Civil War. She reported having, but losing, a paper signed by him, stating he acknowledged the Emancipation Proclamation and the freeing of the slaves. This was required of him by Union forces as the leader of highest rank).� b. 1815,� d. 10-26-1905 or 07 aged 90 years 5 months and 24 days. (Note: Birthdate may indicate death date of 1905).
