In light of the new information you have posted, there may be yet another take on the Huy Sing and Tsing Ching names referred to as "factions" and "tribes" in the news article. Given the fact that there were a "flood of Chinese cases" in the courtroom and the the James Ah Poo theft case was "heated", I am now leaning more speculatively towards the names Huy Sing and Tsing Ching were actually the names of rival tongs, and tong rivalries were quite common in those days.

Among the See Yup Chinese names of the deceased posted on tablets in the South Melbourne Chinese Joss House, there is a good chance that James Ah Poo's name is among them, assuming his family clan name is indeed Chen......so try looking for a name that sounds like "Chen (Something) Poo". Hopefully, his tablet will identify his village in the See Yup region of Guangdong, China.
