In Chinese names the surname comes first. And Cheong is one of the most common surname in China. Hun is not all that common as a surname, but it would still be a possibility. But I would be about 98% certain that given a name like that, Cheong is the surname. Other spelling of that same word would be Cheung (in Cantonese) and Chang (in Mandarin)
