Yes, Gary Locke is still the governor of Washington. I've heard that his family is from "Taishan" a region in the Canton province, where many old Chinese immigrants are from. His "locke" means happiness in Chinese but I'm not sure if that's the same as your last name "loke". Hope this helps, good luck :)
