The family name come first in Chinese name. Li Wei, I beleive, Li si the family name while Wei is the given name. As for Shin San Jing, Shin should be the family name while San Jing is the given name.
Amoung freinds, we alway call each other the given name without the family name. However, for Li Wei, we will call her "Li Wei" and not "Wei".
