In Imperial times, those who sat and passed the highest grade government examinations were afforded choice positions. These examinations were open to the public who qualify and as such people in ministerial positions are not really considered "royalty" but rather gentry.

Foot binding for women, referred to as "lotus feet", was more a sign of daintiness and limited to women who did not labour in the fields.
