There is a possibility that a record of your father's birth exists in Singapore. With a name and the year this may be relatively easy to trace. Try searching "Singapore birth records."

Next you should try to see if there are records regarding the Chow family in Hainan as the "hylum" = hailam = Hainanese. They speak a dialect similar to that in South Fujian even though Hainan was once part of Guangdon province.
