Where there are specific dates both of marriage and baptism, plus census confirmation, then it might be considered that probability approaches certainty, but nothing is sure without the documents.
In post-enclosure England many families found it hard to earn enough for even the basics; baptism could be expensive, and for non-conformists a wait for the circuit Minister; if a baby was likely to die then it would be baptised quickly - while perhaps an older child went unbaptised because stronger: a form of necessary economy. Baptism was not always in the same year (or month) as birth. Later, registration could be in a quarter (or more) after birth (and baptism). Our ancestors' priorities were different to ours!
NB: when a baby was thought to have little chance of surviving a 'private' christening might be held; this could be followed later by the public christening (since baptism, marriage and funeral were normally public since intended to make known the event to the community). Therefore it IS possible that double registrations exist, although the mention 'private' may not always be present, so difficult to distinguish between them now. In wealthier families an archive may exist which gives such detail. The death of the mother in, or shortly after, childbirth, sometimes resulted in the baby's being christened much later.

JOSEPH & MARY

Joseph TILBURY (Labourer) of Hyde Heath, buried 11 January 1838, age 78, St Mary Chesham, Buckingham [b. c.1760].

The tree below begins with Joseph TIL(BU)R & Mary, and incorporates the probability that these were one family. NB: the only family which has been verified against certificates (to the knowledge of this site-holder) is that of Moses TILBURY & Rachel KEENE.

There were 2 Josephs who married a Mary; one of these wives was Mary HOW(E). In the Bucks (message board) List archives are two messages which may help to decide which Joseph & Mary were the parents of James & Moses; they were both posted by EveM, whose knowledge of the area may be considered reliable.

1. "Joseph TILBY, blacksmith, m. Mary HOWE"

2. Hundridge
"...is not a town and not precisely a village, but a detached hamlet of a few farms and houses, belonging to Chesham - just a few houses on one of the spine roads out of town which stretch up into the hills.... All records of the people will be with Chesham (church or chapels) or possibly one of the tiny parishes in the other direction, like St Leonards or Hawridge."

The 1798 Posse Comitatus cites 2 Josephs:
..Joseph TILBURY (blacksmith of Amersham)
..Joseph TILBY (labourer of Hundridge)

Joseph TILBURY of Hyde Heath, buried 11 January 1838, was 'labourer'.

The Trade Directories of 1830-31, 1839, list James TILBURY of Great Missenden, carpenter.
1839 lists also John TILBURY of Great Missenden, blacksmith.
There is no mention of Joseph TILB(UR)Y, blacksmith of Great Missenden (or Chesham), in any of these.
Therefore it would seem probable that the Joseph who m. Mary HOW(E) was NOT the father of James & Moses. (The John TILBURY, blacksmith of Great Missenden in 1839, may have been John from the High Wycombe family of blacksmiths, who was later in Prince's Risborough.)

Not included in the tree which follows:

Children of Joseph TILB(UR)Y & Mary:
....2. John TILBY Chr. 17 December 1786 Amersham, Buckingham
....2. Abraham TILBY b. c.January 1790
........buried 20 June 1790 age 5 months Great Marlow, Buckingham
....2. David TILBY b. 1791
....2. [Sarah [TILBY] Chr. 10 November 1793]* Amersham, Buckingham
....2. Robert TILBURY Chr. 25 December 1795 Amersham, Buckingham
........buried 10 March 1796 Great Marlow, Buckingham
....2. Catherine TILBURY 29 March 1797 Amersham, Buckingham
........buried 27 March 1802 age 5 Great Marlow, Buckingham
....2. Abraham TILLBY b. c.1804
........buried 21 July 1811 age 7 Great Marlow, Buckingham

* Only the given name was listed for Sarah; while she was probably a daughter of Joseph & Mary, there is no confirmation of this yet.

....2. John TILBY Chr. 17 December 1786 Amersham, Buckingham
......No information to date; MAY have been a blacksmith in Great Missenden

Although there is a doubt as to which Joseph&Mary were parents of the above children, they may nevertheless have been from the Hyde Heath family: the names John & Sarah were carried forward. However, there is no further mention of a 'blacksmith', so the doubt remains.

Death of James TILBURY

"Bucks Herald" Saturday, March 5, 1864
GREAT MISSENDEN - A FATAL FALL
On Monday, Mr. J. PARROTT, coroner, held an inquest at the George Inn, touching the death of James TILBURY, carpenter, 73 years of age. Eliza WARE, residing one of the deceased's cottages, said that the chimney smoked very much, and the deceased said he would try and remedy it. He attempted to sweep it from below, but found he must go to the top of the house to do so thoroughly. He went on to the roof by means of a ladder, and had a shorter ladder with him, which he placed on the roof and by stepping on which he was enabled to look down the chimney. He swept the chimneys of three cottages. On looking out Mrs. WARE found him lying on the ground, insensible, having fallen on his head. Mr. G. T. SMEATHMAN, surgeon, attended him, but he died three hours after the accident. The medical evidence went to show that death was caused by concussion of the brain, produced by the fall. A verdict was returned in accordance with the above facts.

Sarah Ann TILBURY m. Samuel HEARN
There are several candidates for this Sarah Ann:
- the marriage was registered in Amersham;
- Little Missenden registration was usually Amersham;
- the marriage was usually in the bride's Parish;
- the age and birthplace of this Sarah Ann correspond;
- descendant DavidH confirms that this Sarah Ann m. Samuel HEARN;
- Samuel HEARN and wife were living at Hyde Heath; had this been Moses & Rachel's farm?

James TILBURY, farm servant to Samuel HEARN in 1881: it seems probable that this was Sarah Ann's father, wife Sarah was with daughter Caroline (m. TAYLOR); James is not mentioned as a wife's relation, but that was not always indicated.

The age of this James corresponds to that listed in 1881 above:
............James TILBURY d. 2Q 1893 age 75 (Wycombe 3a/372)

* above: details from descendant DavidH (September 2007):

I have a copy of the marriage certificate for James TILBURY & Alice LANGSTON.
I believe Alice [LANGSTON] died in childbirth.
All of this information has come from my personal research of Census and Certificates.
I am still trying to find details of the birth and death of Sarah Ann TILBURY (my great grandmother) who married Samuel HEARN.
