A member of the US army, he entered the Confederate service as a commander of cavalry in 1861 and served notably in Peninsular operations (1861-1862), in the Chancellorville campaign (1863), and at Spotsylvania Court House (1864). He was Governor of Virginia (1886-1890), consul general in Havana (1896-1898), major-general of volunteers in the Spanish-American War, and was military governor of Havana (1899) after that war.
He wrote (1894) a biography of General Robert E. Lee, his uncle.
