“Captain Swing” riots
ENGLAND isn’t much of a place for revolutions but the quiet rural landscape of East Hampshire was one of the sites in 1830 which could have become the turning point of a popular uprising.
The events leading up to, and consequences of, mobs attempting to destroy the workhouses in Selborne and Headley have been researched by local historian and writer John Owen Smith, whose play Riot! dramatising the unrest is touring venues this month.
The bare facts of the incidents in late November are that several hundred men attacked the workhouse in Selborne, turned out the occupants, burned or broke the fittings and furniture and pulled down the roof
November 21, 22 and 23 1830
The Vicar of Selborne, William Cobbold, was confronted by the mob who demanded he give up some of his tithe or income for a rise in pay for the labourers. They then went to the workhouse, setting fire to furniture.

1 individual petition (William Cobbold, Vicar of Selborne) against John Heath convicted with Aaron Harding at Hampshire Special Assizes Winchester December 1830 for demolishing Headley workhouse because 'they are the most desperate and daring characters who should not be let loose on society again'. Grounds for clemency: enclosed signed affidavits, with covering letter, from Joseph Cobb, Andrew Knight, Hori Smith, Charlotte Heath, Sarah Adams and Thomas Ralss all claiming prisoner was not on roof of workhouse removing tiles. Initial sentence: death commuted to life transportation. HP30

WHEREAS it hath been humbly represented to the King, that, about eleven o’clock in the night of Sunday the 12th instant; some evil-disposed person or persons did wilfully and maliciously discharge a gun or pistol, loaded, with shot, into the parlour widow of the house of the
Reverend William Cobbold, Vicar of Selborne, in the county of Hants, with intent to do him some bodily harm.
His Majesty, for the better apprehending and bringing to justice the persons. concerned in the outrage above mentioned, is hereby pleased to promise His most gracious pardon to any one
of them (except the person who actually fired the said gun or pistol), who shall discover his accomplice or accomplices therein, so that he, she, or they may be apprehended and convicted thereof.

And, as a further encouragement, a reward of FIFTY GUINEAS is hereby offered by the said William Cobbold, to any person (except as afore mentioned) who shall discover the said offender or offenders, so that he, she, or they may be apprehended and convicted of the said offence.
