following obituary for Julian Hayden Orr was published in the Bangor Daily News on January 30, 2008: “ORONO – Julian H. Orr, 92, died Jan. 29, 2008, at home in Dirigo Pines Retirement Community, Orono. He was born Dec. 29, 1915, in Sardinia, N.Y., the son of Grace Smith Orr and Martin Hayden Orr. He grew up in Holland, N.Y., and Buffalo, N.Y., cared for by his mother who was widowed when he was 18 months old. He graduated from the University of Michigan in 1937, and married Jean Edgerton in 1938. Julian enjoyed a life-long career in public administration. He believed that "local government is the keystone of our free society," and that quotation of his is inscribed in the entrance to the Maine Municipal Association offices in Augusta. He served as city manager in Bangor and Portland, Grand Rapids, Mich., and Rochester, N.Y. He was deputy environmental protection administrator for the city of New York in 1971. As a member of the staff of public administration service of Chicago, he participated in projects in Afghanistan, Thailand, Ethiopia, Nepal and Egypt, as well as in a number of municipalities and states. After retirement, he returned to Maine; he served as first selectman of Stetson from 1980 to 1992, president of Maine Municipal Association in 1984-85 and as regional vice-president for International City Manager's Association in 1958-59. In his retirement, he was active as a court mediator and as a mediator for Penquis CAP Dispute Resolution Center. He wrote, and had published, a series of case studies in local government for high school students. Julian served in the U.S. Navy during World War II. He enjoyed playing tennis and duplicate bridge; hiking, camping, and fishing; opera and music; and traveling. In his later years, he liked watching movies and reading. He was predeceased by his wife, Jean, in 2001. He is survived by his daughter, Mary and her husband, Russell, of California; his son, Julian and his wife, Willie Sue, also of California; and his daughter, Nancy and her partner, Ed, of Bangor; as well as by his granddaughters, Stephanie of Oregon, and Joanna and her husband, Mark, of Texas; and his great-grandsons, Cameron and Colton, also of Texas. He is also survived by his beloved standard poodle, Norman. There will be a memorial gathering 10 a.m. Saturday, Feb. 2, at Dirigo Pines, Orono. Donations in Julian's memory may be made to Bangor Public Library, Bangor Symphony, Mabel Wadsworth Women's Health Center or a charity of your choice.
