Youth and
Girl Found
Dead in
Parked Auto
A 17 year-old Columbus youth and his 14 year-old female
companion died early today apparently from carbon monoxide poisoning, according
to preliminary findings of the Bartholomew county coroner's office.
Willis (Butch) D. Lucas, Jr., 17, and JoAnn Whittington,
14, were found in a car parked at the end of Blessing road near the Quality
Surplus company about 4:50 a.m. today by Lucas father.
Lucas is the son of Willis and Janet Lucas, 1170 Williams
street in Garden City. Miss Whittington
is the daughter of James and Elsie Fields, 824 Cottage.
Dr. Brvan Nelson of the county coroner's office said
preliminary autopsy findings indicate the pair died of carbon monoxide
poisoning. Police investigating the
incident theorize the two stopped the car Sunday night and left the engine
running because of cold temperatures.
No foul play is suspected in the deaths, and the incident
has been considered accidental to both police and the county coroner.
Officers said they found the two fully clothes. A report said alcoholic beverage bottles
were found in the vehicle as was some marijuana and paraphernalia for using the
drug.
Dr. Nelson said additional laboratory testing was being
done to determine if there were any contributory elements to the death of the
youths.
County Sheriff Jimmie McKinney said police have not yet
checked the Lucas car to determine how the carbon monoxide fumes might have
leaked into the vehicle. McKinney said
the car has been towed to Hills' Salvage yard on Road 31 South pending police
investigation.
Preliminary police findings did not state whether the
vehicle was running when found by Lucas' father.
Funeral services for Miss Whittington will be conducted at
1 p.m. Wednesday, at the Reed and Jewell funeral home by the Rev. Roy
Lambert. Calling hours at the funeral
home will be after 1 p.m. on Tuesday.
Miss Whittington was born May 2, 1961 in Indianapolis, and

Plum Dies
Charles L. Plum, who had served as Parkersburg's chief of
police for the past two years, died yesterday in University Medical Center,
Morgantown. The 22-year veteran of law
enforcement also served as president of the West Virginia Chiefs of Police
Assoc. at the time of his death.
Chief Plum, 51, had undergone surgery about a week
ago. He resided with his wife, Lillian
Daugherty Plum at 2807 28th St. She survives with two sons, Charles Edward
and Stephen M. Plum of Parkersburg. One
brother, Russell of Parkersburg and two grandchildren also survive.
One brother preceded him in death.
Plum joined the Parkersburg Police Dept. in Sept. 1954 and

In 1971 he was made head of the department's Traffic Division, and in

By the
public which he served as the city's chief enforcement officer and by the corps
of officers under his supervision, Charlie Plum was recognized as an able and
dedicated defender of the law.
Throughout his meritorious service, which ranged from patrolman to chief
of police, Mr. Plum compiled an enviable record in the field of enforcement.
His
death in a Morgantown Hospital following major surgery came as shocking news to
a community which held in high esteem the man whose tireless efforts in curbing
crime and bringing to the bars of justice the guilty were widely
acknowledged. He was known by his
fellow officers as a low-key disciplinarian, a reserved and forceful leader who
disdained the vehement reproach to those who involuntarily erred in the performance
of duty. His corrective procedures were
never unnecessarily stern and were unabusively administered with a courteous
effectiveness that compelled attention to authority without undue humiliation
to those who had encouraged censure.
Chief
Plum was never oblivious to the countless demands of his high station which
increased correspondently with the growth of the city and the institution of a
new traffic pattern which required his unremitting attention and ceaseless
supervision.
Other
enforcement agencies found Mr. Plum a cooperative counselor and a man willing
to employ the power of his office in the everlasting assault against
crime. He offered his personal and
helpful attention in the investigative field where his qualifications were
widely acknowledged in the detection of crime.
Mr.
Plum's death removes from the city's official family a man admirably suited to
carry out the innumerable duties that must be shouldered by a chief of
police. The News extends to chief
Plum's family our deepest sympathy during this period of bereavement.
