Col. Samuel L. Mooney was born in Belmont County in 1830.  Upon graduation he went to work as a clerk at Armstrong’s Mills.  He then spent 12 years in business with his brother-in-law, James W. Armstrong.  In 1862 he moved to Woodsfield where he conducted a general store.  In 1874 he organized the Monroe Bank and was made its President.  At the date this photo was incorporated into the 1906 book from which it was taken, Col.
