CONDITIONS   OF    COMPETITION

IN DESIGN OF A

COMBINATION FIRE AND POLICE STATION

AT MARLBOROUGH MASSACHUSETTS

Marlborough June 12, 1907


        In accordance with Orders 6917 & 69244 adopted by both branches of the City Council of the City of Marlborough, providing for the construction of a combination Fire and Police Station, the duly authorized Commission of said City will receive on or before noon of June 26, 1907, at the office of the Clerk of Committees at City Hall in said City, Architects plans in competition for the construction of such building, which plans must conform to conditions and requirements hereinafter set forth.

        The proposed building is to occupy a site on the north-west corner of Main and Bolton streets, and a plan of such site is furnished herewith. The approaches to this site are such that the front and east side of the proposed building will be most conspicuous

The public needs which the proposed building is expected to meet are these:

A structure to occupy the front of the lot but set back some fifteen feet from the building line of Main street

Within shall be conveniently arranged the following apartments;

        The first floor of the part to be devoted to a Fire Station to be planned for a three way house, one run of which is to be deep enough for a Hook and Ladder truck.

Provide at least seven (7) stalls and one box stall, with sufficient additional stable room, with proper sewer connections.

SECOND FLOOR. Provide two or more rooms for officers. Recreation room or rooms for men. Sleeping rooms for permanent men. Drying room for hose.  Lavatories etc.. Loft for hay and grain.

        The first floor of the part to be devoted to a Police station should contain a public office, Marshal's office; one or more offices for other officers; Guard room with 16 lockers; Exercise room; one or more sleeping rooms; Detention room; Matrons room; Woman's cell; lavatories etc..

A good sized vault in the basement of this part of the building would be convenient for the storage of seizures of any description.

A dry-room would also be a convenience.

        A cell room outside the main building is desired, containing 12 cells for men, a padded cell, with modern sanitary arrangements in each cell, a morgue should also be provided.

An apartment for the ambulance should be considered.

        The second floor of the Police side of the building not no needed for Police or fire purposes may be so planned as to be utilized to the best advantage of the City.

        It is suggested that if vacant story referred to were divided into rooms convenient for the uses of a Municipal Court, it might be possible to utilize this portion of the building for such purposes, at the present time and until needed for other uses.

        The basement of the structure should contain the heating apparatus and other conveniences that will be apparent in working out the scheme.

        The building should set back from Main street about 15 feet, in locating the building line on the Bolton street side the character of the material to be excavated should be considered, as affecting the cost of the building.

        The Commission is of the opinion that it will not be necessary to excavate under the whole structure. A cross section of the proposed lot can be seen at the office of Clerk of Committees, City Hall.

The Commission reserves the right to reject or not to build by any of the plans submitted, if all are unsatisfactory.

        The cost of the whole undertaking, including plumbing, ventilating, heating apparatus, gas and electric lighting appliance, Architects fee, and other necessary equipment, is absolutely limited to thirty two thousand dollars ($32000.00).
