Obituary | 14 February 2001 | Obituary of LIKE MANY great civil servants, national or international, Alan Whittome did not enjoy instant name recognition outside the official world in which he operated so effectively. But he was a key player in many of the seminal economic events of the past generation. He devoted much of his long International Monetary Fund career to the central economic policy issues of the day, especially in Europe. This included the challenges surrounding the demise of the "Bretton Woods system" of fixed exchange rates, and, on the other side of the Iron Curtain, long before the collapse of the Soviet system, he was instrumental in encouraging many central European countries to join the fund. Whittome was a highly productive blend of a typical English gentleman of the old school - urbane, civilised, always perfectly polite, and an internationalist, a true citizen of the world. He had a fine mind, and an exceptional command of the English language, which he deployed to telling effect in complex negotiations. His talents were firmly rooted in practical experience. With army service and Cambridge education behind him, in 1950 he embarked on a career in the Bank of England. There he rose to the position, curiously understated by its title, of Deputy Chief Cashier, responsible for domestic financial issues. He joined the IMF in 1964, as Director of the European Department, and would soon become an eminence grise for countries all across Europe. I was a young civil servant in 1968, when the May "evenements" in France precipitated the crisis that led to the devaluation of the franc, and a stand-by arrangement with the IMF negotiated by a brilliant fund team, led by Whittome, which helped France to overcome its economic trauma. This was a role that Whittome was to play in several other major European countries, including the UK in 1967, 1969 and 1977, and Italy in 1974 and 1977. By 1980, Whittome had become an IMF Counselor, a rank attained by only a small handful of fund staff. In 1987, he moved to the Exchange and Trade Relations Department, where he was in the forefront of the IMF's response to the debt crisis of the 1980s that afflicted the middle- income countries, especially in Latin America, and led to a rethinking of the interaction among creditors, debtor countries and the fund. With his historian's perspective, it was perhaps natural that Whittome could form a view of the role of the fund in terms of wider historical movements. He had a deep conviction that it was the destiny of East European countries and the Soviet Union to join the international community and the IMF. Thus, shortly after his retirement in 1990, he was the natural choice for a one-year appointment as Special Counselor, responsible for co-ordinating among four international organisations an influential study of the Soviet economy, requested by the leaders of the Group of Seven countries, as the transition from plan to market began. Whittome's influence on the fund would continue long after his retirement. As Managing Director of the IMF I turned to him again, in early 1995, to undertake a study of IMF policies in the run-up to the Mexican financial crisis of December 1994. His report, though itself not published, was the basis for some of the fundamental reforms that are still under way - stronger "surveillance" of members' policies, a focus on financial systems, and the openness in economic policy that we now refer to as transparency. Knighted in 1991, Whittome is survived by his fourth wife, Duncan, and by two daughters from his first marriage. He inspired others, especially younger colleagues, by the example of his own work, setting high standards and striving to get the best of a talented multi-national staff. He had a mischievous sense of humour, and a deep vein of personal sympathy and kindness. Above all, he was the epitome of what it means to be an international civil servant. Death* | 5 February 1900 | Daniel Williams died on 5 February 1900 at Salford, Manchester, Lancashire, England; We regret to announce the death of Mr Daniel Williams, a member of the Salford Town Council, which occurred suddenly on Monday at his residence in Chapel-street, Salford. He was seized with an apopoletic fit and expired without regaining consciousness. Mr Williams first entered the Council in 1895 in the Radical interest, as one of the representatives of Crescent Ward. When his period of office expired in 1898 he was again nominated for the seat, and was returned unopposed. He was a member of the Baths Cemetery, Town Hall and Markets, and Lighting and Cleaning Committees. He was much esteemed and was very popular in the borough. His familiar figure will be greatly missed by a large circle of friends. He was 41 years of age and leaves a widow and several children. Flags were hoisted half mast at the Salford Town Hall and other public buildings in the borough. The Manchester Times, 9 February 1900. |
