EAST DALLAS SERVED BY JOE BEEMAN

In the short but happy life of East Dallas (1882-1890), none of its City Hall functionaries was better known or more widely appreciated than City Marshall, Joe E. BEEMAN.

A nephew of John Neely BRYAN, founder of the original town of Dallas, BEEMAN was born on a Dallas County farm in 1854. He learned and practiced the trade of a blacksmith. He was 28 years old, when upon the incorporation of East Dallas in 1882, he was elected its first City Marshall.

As it turned out, BEEMAN was the only City Marshall East Dallas ever had. Although opposed for each subsequent term, he was triumphantly returned each time to the high office. He was alone, in fact, among all elected officials of this first satellite city of "Big D" to serve continuously from its birth to its death.

Curiously enough, BEEMAN's acclaim was based fully as much on his prowess as a writing man on his exploits in combating crime. His weekly reports, read in person to the East Dallas City Council, quickly became famous. They were generously quoted by Dallas newspapers for the guidance of citizens and taxpayers of East Dallas, as well as for the edification of the larger Dallas community.

When BEEMAN threatened at one time to give up written reports, the City Council passed a resolution requiring him to continue making them at each meeting.

Marshall BEEMAN may have anticipated the order. At least he was ready with a penciled statement to the effect, that during the past week he had made 11 arrests, 4 of which were for hog pen nuisances, 3 for disturbing the peace, 1 for carrying a pistol, and 3 for vagrancy. He added that he had notified several owners of hog and cow pens to abate the same, and he wound up by calling attention to the sad condition of paving on a number of streets, particularly the part of Elm Street that ran through the city.

The report, declared the Dallas News, was lauded and adopted. Relations between the ebullient City Marshall and the City Council were not always smooth. He reported one week that after arresting 3 men for assault to murder and 2 for disturbing the peace, he had been forced to turn his prisoners over "to the tender mercies of the sheriff" because East Dallas then, had "no place of durance." The Council took the barbed hint and promptly ordered a calaboose built next to the City Hall at Gaston and Hall.

On another critical occasion, the question of fees collected by the City Marshall caused a rift in the Council. BEEMAN explained that he arrested "all sorts of criminals for cities other than this, for counties, for the state and other states on Federal charges." He felt he was entitled to keep the fees. Alderman, Sam P. Bird, led those opposed, saying that the city paid the marshall a fixed salary. But Alderman, Fred Ganzer observed that the $500 a year salary was small indeed, and he favored letting BEEMAN retain the fees as well.

The same Alderman raised the further question of rewards collected for apprehending dangerous criminals, one for whom, a $1,000 reward had been posted.

"In that case," said Alderman, Charles O. Wood, "East Dallas ought to scoop up the reward."

This led Alderman, T. J. Murnane to say: "It might be well for this Council to sell shares in City Marshall BEEMAN. He may pan out handsomely some day and equal a Mexican silver mine."

When a vote was finally taken on a motion to pass all fees and rewards to the Treasury of East Dallas, the score stood 4 to 4. Mayor George W. Crutcher broke the tie by voting for the resolution. Undaunted by the Council action, BEEMAN presented a bill at the same meeting for $1.50 for having removed the decomposing carcass of a hog and dog. Although another Alderman - T. G. O'Reilly -- remarked that "if Mr. BEEMAN is interested in starting a butterine factory, he ought to whack up with the city," the Council allowed the bill.

Typical of BEEMAN's report was that of Nov 9, 1886, addressed to the City Council of East Dallas:

Nothing of interest until the 6th, when I buried 2 dogs and 1 mule.

Nothing of interest until the 14th, when I buried 1/2 barrel of dead fish.

On the 16th, I shot twice at Charlie Williams. On the 17th and 18th, made the same old trip around town.

On the 25th, went to the show and made 1 arrest for carrying a pistol and turned him over to the sheriff. Arrested 1 man for pickpocket and turned him loose. On the 29th, arrested 1 man for being drunk and carried him before Recorder Wood.

From Oct 30 to Nov 4, very dull.

P. S. -- Nov 7. Locked up 4 men for disturbing the peace and 1 for carrying a pistol, and all broke out of the calaboose. After court, Mr. Lyons and I repaired the calaboose.

Many years after East Dallas had been merged in 1890 with the parent city, its last mayor, George W. Crutcher, remembered BEEMAN's reports particularly for their unique character and humor." BEEMAN himself looked back on his public service with a somewhat sterner appraisal. In his own memoirs, used as the basis of an entry in a biographical dictionary of the 1890's, he recalled only that "during his administration as City Marshall, BEEMAN saw hard service, having been in 6 shooting affrays and having a large area at that time to look after."

East Dallas was a far-flung municipality, taking in at its peak 1,429 acres, or an area larger than that of Dallas itself. It extended from the eastern end of the present Central Business District to Henderson Avenue and from Ross Avenue on the North to the present State Fair Grounds on the South. Less than 300 people lived in East Dallas when it was incorporated by a vote of 65 to 2. But it grew phenomenally, before it was dissolved less than a decade later, there being an estimated 6,000 inhabitants by 1890. This was a population increase of more than 2,000 per cent -- a growth rate not to be equaled for more than half a century, or until the suburban cities of Dallas County took off in their fantastic expansions after 1950.

     J. E. BEEMAN, one of the successful citizens of Dallas county, was born in this city, in 1854, the eldest child of William H. and M. E. (Dye) Beeman, natives of Illinois and Kentucky respectively. The father came with his parents, John and Emily Beeman, to Dallas in 1842, where he took up a headright, on a part of which the city of Dallas now stands, and both he and his wife still reside in this city. Our subject was reared and educated in Dallas, where he also learned the blacksmith's trade, which he followed continuously until 1882. In that year he was elected Marshal of East Dallas, also Assessor and Collector three terms, and in 1886 he was again elected City Marshall, having held that office from 1882 to 1889. In that year the two municipal governments united, making it all the city of Dallas. Mr. Beeman was the first and last City Marshall of East Dallas. After his marriage he settled on Elm Street, and in 1890 he bought a good residence on the corner of Kentucky and Residence streets, and also owns property on Kentucky street, which he rents.

     He was married in this city, in 1876, to Miss Annie E. Russey, a native of Tennessee and a daughter of B. F. and Elizabeth (Parker) Russey, the former a native of Virginia and the latter of Tennessee. The father followed farming and stock-raising until after his removal to Dallas, in October, 1874, when he engaged in the manufacture of brick. The mother died in Tennessee, in 1862, and the father died in Dallas city, in March, 1889. Mr. and Mrs. Beeman have had three children: Emmett Martin, Robert Earl and Eva Lena. Mr. Beeman is identified with the Democratic party, and during his administration as City Marshall, he saw hard service, having been in six shooting affrays, and at that time, had a large area to look over.
