James Wallace Neal was the son of James Marion Neal and Mabel Clara McDonald. Wallace was born in 1919 in Kemper County, Mississippi and grew up on his parents' farm there.

Two months before the Pearl Harbor attack, Wallace volunteered for service in the US Army Air Corps and served until the end of the war. After the war, Wallace married Luginia Carter, daughter of Walter Crumley Carter and Lucy V. Bell. Luginia was born in Camilla in Mitchell County, Georgia, where her father was a local druggist. Her Dad died when she was a baby and her mother moved to Valdosta to work as a bookkeeper for a wholesale grocer. Wallace relocated to Valdosta because of nearby Moody Air Force Base and he and Luginia met and married in the city. Wallace later took a job as a pipefitter with a local factory.

Wallace and Luginia had two sons and a daughter all of whom raised families of their own. Wallace died in 1991. Luginia died in 2004.
