Donald J. Blair, who, as president of the Buffalo Building Trades Council between 1971 and 1983, forcefully represented 20,000 are construction workers, died Wednesday evening (Sept. 18, 1996) in his Clarence home. He was 69.
"It was a heart attack" said his wife of 46 years, the former Ruth Hutchinson. "He was watching television when it happened."
During his years as council president and union business manager, he spoke out in support of causes that affected area construction workers. He praised and criticized Democratic and Republican legislators when issues arose.
While, ture to labor's fashion, Blair usually supported Democratic candidates, he was not bashful about yelling at them. In 1977, he told then-Gov. Hugh Carey "to forget about coming to Buffalo looking for our endorsement" unless he first "came to Buffalo to "sit down with us, discussing our problems (lack of construction projects) and really trying to do something about them."
Under his leadership, the Building Trades Council several time supported former Republican Rep. Jack Kemp's successful re-election bids, but in 1980 it broke with Kemp and backed his Democratic rival, Gale Denn of Eden.
Blair pushed hard for federal funds that helped finance Buffalo's Metro Rail transit system. He was an ardent supporter of the late George Meany, longtime president of the American Federation of Labor and its successor AFL-CIO.
Born in Buffalo, Blair lived most of his life in Amherst and Clarence. He was a graduate of Amherst Central High School and attended a steamfitters school for five years at Hutchinson Central Technical High School in Buffalo.
In 1945, he enlisted in the U.S. Navy. He served aboard the USS Indiana and was aboard the USS Avery Island when the government conducted its postwar atomic bomb tests on the Pacific Island of Bikini.
In 1947, Blair was admitted to Local 395 of the Steamfitters and Plumbers Union. In 1962, he became its business manager, a post he held for 20 years. In 1966, Blair was elected president of the Plumbers and Pipefitters Industry of Western New York. He held that office for 15 years.
He was elected to leadership posts in the State Association of Plumbers and Pipefitters, Buffalo's Maritime Port Trades Concil, the United Way, Erie County Traffic Safety Committee, Industrial Relations Research Association, Western New York Hospital and Nursing Home council, Local 66 of the Hotel and Restaurant Employees and the Buffalo Affirmative Action Plan.
Blair was honored in 1970 as Labor Man of the Year by the Brothers of Mercy, Clarence and was give the Citizenship Award by Williamsville Post 461, Veterans of Foreign Wars. The Buffalo AFL-CIO Council in 1978 saluted Blair for his service to the labor movement.
After retiring in 1983, Blair remained active in his home woodworking and lapidary shops.
Besides his wife, Blair is survived by a son, James of Lockport; two daugthers, Donna Adams of North Tonawanda and Kathleen Smith of Lockport; a brother, Craig of San Pedro, Calif.; two sisters, Beatrice Bingeman of Amherst, and Norma Page of Williamsville; and four grandchildren.
A private funeral and burial are planned.
