Obituary*4 March 2013 Paytee Irene Blackwell Culpepper passed away at her home in Sheridan, Arkansas, on Sunday morning, March 3, 2013, at the age of 91. She was born on August 28, 1921, in Noxapater, Mississippi, to the late Joseph and Lula Blackwell.

On October 15, 1938, she was married to the late W. Jay Culpepper in the First Christian Church of Pine Bluff. She lovingly served as a devoted wife and mother to seven children. She was a fifty-seven year member of the Sheridan Chapter #212 Order of the Eastern Star and treasurer at Center Grove Methodist Church for several decades. She enjoyed reading, needlepoint work, rose gardening, studying the Bible, baking bread for communion, and serving the church.

She was preceded in death by two sons, Clinton and Jay Glenn Culpepper; grandson, Chris Culpepper; and siblings Roy, Troy, Don, Wren, Clint, and Hazel Blackwell. Survivors include: Brenda Haynes, Cynthia and Jimmy Winston, Gary and Maryanne Culpepper, Barry and Sandy Culpepper all of Sheridan, Paul Culpepper of Atlanta, Texas, and daughter-in-law Libbie Culpepper of Fordyce; twelve grandchildren, nineteen great-grandchildren and many nieces and nephews. Honorary pallbearers include all twelve of her grandchildren: Jay Glenn Culpepper, Jr., Stephanie Haynes, Landon Culpepper, Mynde Emerson, Marc Haynes, Jennifer Hollis, Candi Finley, Micah Culpepper, Angela Little, Lori Culpepper, Courtney Huff, and Matt Culpepper. Survivors also include nineteen great grandchildren.

Pallbearers will be Jimmy Winston, Marc Haynes, Landon Culpepper, Stacy Finley, Chip Culpepper, Mark Culpepper, Eddie Culpepper, and Corlis Holliman. Visitation will be at Center Grove United Methodist Church in Sheridan at 10:00 A.M. on March 5, 2013, followed by the funeral service at 11:00 A.M. Burial will follow at Center Grove Cemetery. RUBY DORIS SHIRKEY CULPEPPER, 80 of Little Rock, died Saturday, Jan. 15, 2005, at UAMS Medical Center. She was born in Fairmont, Ark., (Prairie County), on August 30, 1924, a daughter of the late Roy and Celia Bell Rhoads Shirkey. Mrs. Culpepper was a devoted mother, grandmother, and a Christian.
     She was preceded in death by her husband, Oscar Norris Culpepper, whom she married on August 19, 1972, in Pine Bluff; one brother; and three sisters. William Nelson Turpin, 80, a retired Foreign Service officer who specialized in Soviet and Eastern European economics and international trade and finance, died July 21 of complications of a stroke at his home in Annapolis.

Dr. Turpin was born in Macon, Ga., and received his undergraduate degree in English from Dartmouth College in 1943. A Rhodes scholar, he received a bachelor's degree in 1949 and a master's degree in 1954 in philosophy, politics and economics from the University of Oxford. He received a doctorate in economics from George Washington University in 1976.

He was a Marine during World War II stationed in San Diego, and he served as a Japanese interpreter during the U.S. occupation of Japan.

Dr. Turpin joined the Foreign Service in 1948, serving as an economics officer in Belgrade from 1953 to 1955 and in Moscow from 1956 to 1958. Other foreign posts included Munich, the Hague, Saigon and Mexico City.

He moved to Washington in 1958 to work at the State Department as a specialist in communist economics. He transferred to the Treasury Department in 1961, where he served first as deputy director and later as special assistant to Treasury Secretary C. Douglas Dillon. He also was a national security affairs adviser in the Treasury Department from 1968 to 1970.

From 1972 to 1974, he worked for the U.S. Information Agency, addressing audiences overseas on U.S. foreign and domestic economic policy.

Between 1974 and 1985, Dr. Turpin taught economics at Appalachian State University in Boone, N.C., Queens College of Charlotte and the University of Maine at Farmington.

From 1986 until 1992, he taught English, Latin and Greek at Lawrence Academy in Merry Hill, N.C.

Dr. Turpin moved to Annapolis in 1992.

His first wife, Adriana deHeus, died in 1969. His second marriage, to Christine Camp, ended in divorce. His third wife, Nancy Bissell Wood, died in 1996.

Survivors include three children from his first marriage, Adriana Morrison of London, William Nelson Turpin of Rutledge, Pa., and Kate Turpin Cvitkovic of Seattle; two stepchildren from his third marriage, Wheaton Wood of Athens, Ohio, and Victoria Nagle of New York City; five grandchildren; and four step-grandchildren.3

At the time of her retirement she was the Administrative Assistant to Congressman Sam Gibbons of Florida. Jack died in 1977, and in 1979 she married Albert Buynitzky. After Albert's death in 1998, she moved to Summit Square in Waynesboro to be near her son and his family. She is survived by her son, Stephen Howlett, and his wife, Sara, son George Howlett, and his wife, Lee Ann, as well as three grandsons Jeffrey Howlett (wife Yvonne), Paul Howlett, and Matthew Howlett. She is also survived by two great-grandchildren, Amelia and Sam, and two nieces, Susan Bryson and Julie Jones. There will be a graveside service at Lakeview Cemetery in Blackstone, VA, on Saturday, March 15, 2008, at 2 PM. Memorial contributions can be made to Summit Square Retirement Community, 801 Oak Ave., Waynesboro, VA 22980. Arrangements are being handled by McDow Funeral Home in Waynesboro, and Joseph McMillian Funeral Home in Blackstone.1
