He was the son of James Draper Restell and Elizabeth Philbrick.2 Percy James Restell was baptized on 16 January 1896 at St Peter and St Paul, Grays Thurrock, Essex, England.5 He appeared on the census of 31 March 1901 at 49 Orsett Road, Grays Thurrock, Essex, England, as Grandson, age 9, birthplace Grays, Essex.1 He appeared on the census of 2 April 1911 at 97 High Street, Grays, Essex, England, as Grandson of William and Fanny Musgrove, age 17, birthplace Grays, Essex, and he was Assisting in the Business of his grandmother a Wardrobe Dealer working from home.6

He was in the Regular Army and landed on 15 August 1914 at La Harve, France. 'The 1st Battalion' of the Queen's Own Royal West Kent Regiment 'which was a Regular Army unit stationed in Dublin at the outbreak of war in August 1914, was one of the first units to be moved to France where it became part of the 13th Brigade in the 5th Division.7,8' He died on 7 November 1914 at No. 7 Stationary Hospital, Boulogne, France; with the Expeditionary Force in the Great War [1914-1918] and the Commonwealth War Graves Commission provide the following information:

'Name: RESTELL Initials: P J D Nationality: United Kingdom Rank: Private Regiment/Service: Queen's Own (Royal West Kent Regiment) Unit Text: 1st Bn. Date of Death: 07/11/1914 Service No: 10078 Casualty Type: Commonwealth War Dead Grave/Memorial Reference: III. C. 2. Cemetery: Boulogne Eastern Cemetery, France.

'Boulogne-sur-Mer is a large Channel port. Boulogne Eastern Cemetery, one of the town cemeteries, lies in the district of St Martin Boulogne, just beyond the eastern (Chateau) corner of the Citadel (Haute-Ville). The cemetery is a large civil cemetery, split in two by the Rue de Dringhem, just south of the main road (RN42) to St Omer. The Commonwealth War Graves plot is located down the western edge of the southern section of the cemetery, with an entrance in the Rue de Dringhen. Car parking is available along the Rue de Dringhen. Historical Information: Boulogne, was one of the three base ports most extensively used by the Commonwealth armies on the Western Front throughout the First World War. It was closed and cleared on the 27 August 1914 when the Allies were forced to fall back ahead of the German advance, but was opened again in October and from that month to the end of the war, Boulogne and Wimereux formed one of the chief hospital areas. Until June 1918, the dead from the hospitals at Boulogne itself were buried in the Cimetiere de L'Est, one of the town cemeteries, the Commonwealth graves forming a long, narrow strip along the right hand edge of the cemetery. In the spring of 1918, it was found that space was running short in the Eastern Cemetery in spite of repeated extensions to the south, and the site of the new cemetery at Terlincthun was chosen. During the Second World War, hospitals were again posted to Boulogne for a short time in May 1940. The town was taken by the Germans at the end of that month and remained in their hands until recaptured by the Canadians on 22 September 1944. Boulogne Eastern Cemetery contains 5,577 Commonwealth burials of the First World War and 224 from the Second World War. The Commonwealth plots were designed by Charles Holden. No. of Identified Casualties: 5743.'

His Medal Record Card held at The National Archives records he died of wounds, as does De Ruvigny's Roll of Honour, having served in France from 15 August 1914. Also his father 'Mr J Restell' applied 'for the 1914 Star on behalf of his son Pte. P J Restell', address 98 Upper Stone Street, Maidstone, Kent. He is also listed for the Victory and British War Medals and Clasp '2/2617'.9,4,10,7,11,12,13,14,15

He left a will on 18 March 1919; in favour of Miss Lily O'Neill and a War Gratuity recorded her as the sole legatee. She was of 43 Brunswick Street, Dublin, Ireland.14 He was commemorated in De Ruvigny's Roll of Honour, 1914-1919.16
