'Location Information: The Memorial is situated centrally on The Hoe which looks directly towards Plymouth Sound. It is accessible at all times. 'Historical Information: After the First World War, an appropriate way had to be found of commemorating those members of the Royal Navy who had no known grave, the majority of deaths having occurred at sea where no permanent memorial could be provided. An Admiralty committee recommended that the three manning ports in Great Britain - Chatham, Plymouth and Portsmouth - should each have an identical memorial of unmistakable naval form, an obelisk, which would serve as a leading mark for shipping. The memorials were designed by Sir Robert Lorimer, who had already carried out a considerable amount of work for the Commission, with sculpture by Henry Poole. After the Second World War it was decided that the naval memorials should be extended to provide space for commemorating the naval dead without graves of that war, but since the three sites were dissimilar, a different architectural treatment was required for each. The architect for the Second World War extension at Plymouth was Sir Edward Maufe (who also designed the Air Forces memorial at Runnymede) and the additional sculpture was by Charles Wheeler and William McMillan. In addition to commemorating seamen of the Royal Navy who sailed from Plymouth, the First World War panels also bears the names of sailors from Australia and South Africa; the governments of the other Commonwealth nations chose to commemorate their dead elsewhere, for the most part on memorials in their home ports. After the Second World War, Canada and New Zealand again chose commemoration at home, but the memorial at Plymouth commemorates sailors from all other parts of the Commonwealth. Plymouth Naval Memorial commemorates 7,251 sailors of the First World War and 15,933 of the Second World War.'

'HMS Gloucester was a Plymouth–built cruiser launched in 1937. After commissioning she left Plymouth to take over as flag ship for the East Indies station.

'When war broke out she was sent into the Mediterranean and took part in the Battle of Mattapan and Taranto where she lost several of her crew including her Captain, Freddie Garside, and many of the officers on the bridge when it took a direct hit.

'Later she was to take part in the Battle for Crete. On May 22 she was sunk by bombers and other aircraft whilst being sent to recover the crew of the destroyer HMS Greyhound which had been broken in half following an attack by enemy forces.

'In spite of Gloucester’s shortage of high angle ammunition, which she had indicated at that time, confusion took hold and she was instructed to carry on with the task. She eventually ran out of the high angle ammo and the German aircraft swarmed down on her when they realised she was no longer able to return fire.

'HMS Gloucester succumbed quickly to the barrage of bombs raining down on her and the crew abandoned ship and went into the water. Many were killed onboard but there were many more who went into the sea. The Luftwaffe went about a systematic bombing and strafing of hundreds of men in the sea.

'HMS Figi gallantly steamed by and sent many of her carley floats over the side to enable the men to survive but these too were sunk by the aircraft. In total 726 officers were lost in the tragedy. There were only 84 survivors, all of whom were captured by the Germans and became prisoners of war.

'The memorial service on May 12 will commemorate the sad loss of HMS Gloucester and her crew.

'It will take place at 11am at the main war memorial and the general public are invited to witness the service. This year will see the only living survivor of the sinking, 99–year–old Melvin Baker, travel from South Africa to lay the wreath for service organisers HMS Gloucester Survivors and Family Association, The Fighting G Club.15'
