Westerville, the first town in Custer County, NE, is nestled in the picturesque Clear Creek Valley.  It was named for store owner, James H. Westervelt, upon whose land the township was platted on August 11, 1880.   Westerville became an important trade center after both black and white pioneer families homesteaded there in th 1860's.  It also had the distinction of having the first frame church (Methodist); the first newspaper (The Custer Leader); the first doctor, lawyer, banker, monument cutter and general stores in Custer County.  When the railroad was built further south in 1886 and the city was bypassed as the county seat, the town gradually declined.  The town is now an active communtiy enter and modern farms dot the peaceful valley where early pioneers once farmed and now rest in the cemetery overlooking the city.
