J. B. Higgins

J. B. Higgins, editor and publisher of the Arkansas Farmer, at Conway, is well known among newspaper men and legislators. He has served as chief clerk of the Arkansas Legislature at every session for many years, and the house could hardly be organized without him. Mr. Higgins first learned to set type under the late M. R. White. Later he became a reporter on a daily newspaper at Helena, published by Ben Higgins and L. A. Palmer. In 1897, he started the Quitman Tribune, which he edited for 18 months. He then located at Conway. assuming charge of the Conway Times, which was afterward re-named the Arkansas Farmer, which he continues to publish.

Mr. Higgins began his clerical duties in the House of Representatives in 1903, as journal clerk, holding that position at each successive session until 1909, when he was elected chief clerk. He has been a clerk at nine regular and four special sessions. He was also a clerk during the Constitutional Convention of 1918.

John C.. Higgins, publisher of the Sentinel-Record, is one of the most successful publishers in the State, and a loyal booster for Hot Springs. The financial success of the Sentinel-Record, where so many papers have failed, is indeed a tribute to th» business and newspaper ability of Mr. Higgins.

Newton Higgins was born in Tennessee in about 1820.
His wife, Stacy, was born in Georgia in 1821.

In 1850 the Higgins family was living in Lauderdale County, Alabama in the vicinity of the village of Waterloo. At this time their children were: James, 1840; Missouri, 1843; John, 1845; and Rachel, 1848. The 1850 census gives James' birthplace as Mississippi; however, the 1860 census lists his birthplace as Alabama. The birthplace for Missouri, John, and Rachel is listed as Alabama in both records.
In 1850 the John and Ann Lamb family was also living in the vicinity of Waterloo, Alabama. This family later moved to Greene County.

By 1860 the Newton Higgins family had moved to Greene County and taken
up residence in Salem Township. Three more children had been added to the family: Isaac M., 1851; Nancy A., 1853; and Josiah A., 1855. Isaac M. and Nancy A. were born in Alabama and Josiah was born in Arkansas.

In 1850 a William and Harriet Higgins were living very near the family of Newton Higgins near Waterloo. It is suspected that William and Newton were brothers. William later moved to Greene County and lived in Salem Township.

As of 1860 they had one child: Rhoda J., born in Arkansas in 1860.

John Higgins married a woman named Catherine Moody, born in Mississippi, in 1853. Their children in 1880 were: James Newton, 1872; Josephus, 1877; and Isaac, born in April of 1880.

Isaac M. Higgins married a woman named Rachel, born in Arkansas in 1847.
In 1880 their children were: John, 1873; Robert, 1875; Henry, 1877; and Calvin, 1879.

Josiah Higgins married a woman named Ann, born in Arkansas in 1859.
Their children in 1880 were: Everline, 1878; and James, born in January of 1880. At this time Josiah's sister, Rachel, was living in the same household.
John Hyde and Ann Spain, nephew and niece of Josiah, were also present.
John Hyde was born in Arkansas in 1866. Ann Spain was born in Arkansas in 1872.

In 1880 the nearest neighbors of John and Catherine Higgins were the families of G. W. Burns, Thomas Sims, Isaac Higgins, and Thomas Hyde.

Many of the members of the Higgins family are buried at the Pine Knott Cemetery in western Greene County

Biographical and Historical Memoirs of Eastern Arkansas

Richard B Higgins, a planter of Phillips County of considerable prominence, is a native of Phillips County, Ark., his birth occurring October 27, 1852. His father, Richard Higgins, was born in Lexington, Ky., in 1827, and in 1846 immigrated to Crittenden County, Ark. Two years later he moved to Phillips County, where he became an extensive planter, owning at the date of his death, in 1862, over 1,300 acres of valuable land. He was the son of Joel Higgins, a Kentuckien by birth, and of Scotch-Irish descent. Richard Higgins, Sr., was married in Kentucky to Miss Elizabeth B. Brand, born in Lexington, Ky., in 1829, and is now residing in that city. By her marriage with Mr. Higgins, she became the mother of five children, the subject of this sketch being the fourth in order of birth. Richard B. received his education in the schools of Kentucky, and in 1879 was married to Miss Mary C. Rankin, of Kentucky, who was born in 1859. To their union these children have been born: Richard B. and Robert P. Mr. Higgins is farming the land which he inherited from his father, consisting of 770 acres, with 500 under a careful and successful state of cultivation. He raises over 200 bales of cotton annually, and the many improvements incident to his ownership, demonstrate his spirit of energy and progression. Mr. and Mrs. Higgins are members in high standing of the Christian Church. The former is a Democrat, having cast his first political vote for Samuel J. Tilden. He served as deputy sheriff for his county for two years, discharging the duties of that office in a highly commendable manner. In [p.774] societies he is identified with the K. of P., Legion of Honor, and the United Workman.
