Martin M. Higgins was born in Talbot county in 1844. His
father was Josiah Higgins, of Trappe. He received his
education in the public schools under the tuition of various
teachers, and among his teachers was the Hon. Jonathan Willis, later
Congressmen from Delaware, and, for a time, he attended the private
school of William H. Brown, now an eminent lawyer in Philadelphia.
At the age of sixteen, Mr. Higgins entered the store of the late
Montgomery Lloyd, and later moved to Oxford, but in 1863, he moved
to Easton and entered business, but gave it up to take the position
of enrollment clerk under Captain Andrew Stafford, then Provost
Marshal for the district. After leaving his office he immediately
re-entered business. In 1867 he accepted a position as special
assistant to the Clerk of the County Commissioners and continued
there until he embarked in mercantile life on his own account, and
made a most successful business man. In 1887 he moved into his
present office and became an Insurance and General Business Agent.
He was one of those active in the formation of Talbot County Fair
Association, being one of the incorporators, and was elected
secretary and treasurer. In 1885 he was nominated on the Republican
ticket for the House of Delegates, but was defeated as was the
entire Republican ticket. In 1887, he was again nominated, and
elected. In 1891 Mr. Higgins was a candidate for Clerk of the
Circuit Court but was defeated by Colonel Thomas Hughlett. He was a
member and chairman of the Republican State Central Committee for
Talbot county, but declined a re-election in 1894. He represented
his congressional district as a delegate to the National Republican
Convention, at Minneapolis in 1892. He received the unanimous
Republican vote and was chosen Chief Clerk of the House of Delegates
at the session of 1896. He served for years as secretary of Miller
Lodge, No 18 I. O. O. P., the richest lodge in Maryland, and for
over fourteen years as treasurer of the same body. He is treasurer
of Tred Avon Lodge, Knights of Honor, and other orders, and also
manager of the Easton* Town Hall Company. He was married in 1867 but
lost his wife in 1896. Mr. Higgins was chosen secretary of the
present Senate without any suggestion or effort on his part. Mr.
Higgins is decidedly a progressive man and wields much influence in
both business affairs and politics. He has been identified with all
the improvements and matters of public interest and welfare in
Easton and the county.

CLEAR SPRING - Lewis R. Higgins, 79, of National
Pike, died Thursday, Oct. 30, 2008, at his home. Born Oct. 19, 1929,
in Blairs Valley, Md., he was the son of the late Harry and Ollie
Mae Chaney Higgins. He was preceded in death by his wife, Mary
Frances Kratz Higgins, on April 18, 2008. He attended Blairs Valley
area schools. He retired from Potomac Edison Electric Co. after 35
years of service. He was a member of Rattle Run Hunt Club of Clear
Spring and Quarter Century Club of Potomac Edison. He coached Little
League baseball at Wilson's for many years and was a caretaker at
Wilson's Chapel.
He is survived by two daughters, Linda Seavolt of Clear Spring and
Darlene Huff of Fairplay, Md.; one son, Lewis Higgins of Hagerstown;
one sister, Ollie D. Lamaster of Winchester, Va.; two brothers,
Leister Higgins of Clear Spring and Willard Higgins of Williamsport;
six grandchildren; nieces; and nephews. He was preceded in death by
three sisters, Devona Cafaro, Susan Malpass and Julia Belt; and
three brothers, Frederick Higgins, Harry Higgins and Russell
Higgins.
Services will be private. There will be no viewing.
In lieu of flowers, memorial donations may be made to a charity of
one's choice. Arrangements are by J.L. Davis Funeral Home in
Smithsburg.

HIGGINS - 25 Aug 1984 - Hagerstown--Frederick W. Higgins,
57, of RD 2, died Friday in Washington County Hospital, here. Born
in Blair�s Valley, he was the son of Harry Higgins Sr. and Alice M.
(Cheney) Higgins. Mr Higgins was a member of Hagerstown Bible
Church, Men�s Bible Class, and First Hose Company. He was employed
by Eazor Express, a former Potomac Edison Bus driver, Halls Transit
and a member of Teamsters Local 557, Baltimore. Surviving are his
widow Mrs. Arleen E. (Miller) Higgins; four daughters, Mrs. Pamela
Troncatti, Williamsport, Mrs. Penelope(Penny) Baker, Sharpsburg,
Miss Yvonne Higgins, Baltimore and Miss Krista Higgins, at home; two
sisters, Mrs. Julia Belt, Hagerstown and Mrs. Ollie (Doll) Lemaster,
Winchester, Va.; four brothers, Willard Higgins, Lewis Higgins,
Lester Higgins, all of Clearspring, Harry Higgins, State Line, Pa.;
and four grandchildren. Services will be conducted Monday at 11 a.m.
in the Gerald Minnich Funeral Home,
305 North Potomac Street, Hagerstown. The Rev. Gerald Claybaugh will
officiate and interment will be in Blair�s Valley Cemetery. Friends
will be received at the funeral home Sunday from 2 to 4 and 7 to 9
p.m. The family requests that memorials be directed to Crisis
Pregnancy Center, 215 Summit Avenue, Hagerstown or the Hospice Unit
of Washington County Hospital.

ALBERT HIGGINS departed this life after a long illness. He was the beloved father of Ella Hall,
Claretta Harris, Robert and William Higgins. He was dearly loved by five generations of family members and
friends. He was a active member of Union Baptist Church. He was a member of the Masonic Meridian Lodge
#4. Funeral services will be held at Calvary Episcopal Church, 820 Sixth Street, N.E., Washington, DC on
February 10. The viewing is at 10 a.m. and the funeral is at 11 a.m.

HYATTSVILLE, Md. - Mrs. Nina W. Higgins, of Queen Chapel Road,
died Sunday. Aug. 20, 2000, at Washington Adventis Hospital, Takoma Park.
Graveside services will be at 11 a.m. today at Cedar Grove Cemetery,
Augusta, with the Rev. Hardy Bennings officiating.
Mrs. Higgins had retired as a civil servant and was a member of Israel
Christian Methodist Episcopal Church, Washington, D.C.
Williams Funeral Home, Augusta, is in charge of arrangements.
