"Department Of The Interior, Pension Office. "Washington, D. C, March 9,
1877.
"In reply to your letter of the 24th ultimo, I have to inform you that
James Higgins was a pensioner by certificate No. 90,961, on the rolls of
the Boston, Mass, agency, and whose name was dropped because of his
failure to claim his pension for three years. The evidence on file in
his case shows that one John Hale, on the 8th of March, 1879, was burned
to death at Newburyport, Mass., and that the name of John Hale and James
Higgins was for the same person. That John Hale enlisted and served in
the late war as James Higgins, private, Co. A, 3d N. H. Vol.
Very respectfully, "John C. Black, Commissioner.

-Chaplain Josiah B. Higgins-
This true hearted soldier of the regiment first joined the ranks of the living at
Livermore, Maine Jan 19.1830 and was discharged by death at Canterbury May 16,1878.
He was married May 1st 1852 to Eliza M. Cobb and had two children
Josiah B. and Phebe E. who died young. His wife survived him a few
years, dying in 1893,and Leaving only one survivor of the family. He had one
brother, Franklin M., in the Army, who served in Company "B" 5th New Hampshire
Volunteers and was mortally wounded at Fredericksvurg, Virginia.
The following sketch was sent to the author by his son:
Chaplain Higgins was converted in 1850 and baptized the following year in Biddeford Maine by Rev.
J L Sinclair. He became deeply interested in Christianity and the Sabbath school work at
Bartlett. He was ordained in February 1865,at Alton, by a special council called for that
purpose, and was soon appointed Chaplain of the 12th regiment in place of the lamented
Ambrose. After the war he preached at Barnestead and Wolfeborough and moved to Canterbury in 1867 and
became he minister of the Free Baptist Church there for three years. The rest of his
ministerial labors were at Canturbury Center and preaching to the scattered brethren at Northfield at the same
time. He spent most of his later life with feeble and destitute
churches, getting nor asking but a small salary and of time without any at all.
As a man he was cool and deliberate, persistent in what he thought was right
and useful, industrious and prudent in all his efforts and habits. He maintained
himself and family chiefly by manual labor. He was a kind husband,
indulgent father and was patriotic and highly esteemed by his fellow
citizens. As a Christian he was sincere and devout. He cherished personal
piety and practiced personal effort in his Christian work. His emotional manifestations were of a
subdued, tearful character rather than noisy and ephemeral. Like Thomas,
he wanted the proof; then he would say "My lord and My God". As a minister he excelled at finding fields of
destitution and want, where he bestowed the best efforts of his life. He was a reliable minister; his
preaching was exposity, thorough, spritual and was not in vain.
