Sgt. Major Christian Fleetwood  http://en.wikipedia.org/wiki/United_States_Colored_TroopsThe United States War Department issued General Order Number 143 on May 22, 1863 establishing a "Bureau of Colored Troops" to facilitate the recruitment of African-American soldiers to fight for the Union Army.
Regiments were recruited from all states of the nation and became known as the United States Colored Troops (USCT). Approximately 175 regiments comprised of over 178,000 free blacks and freed slaves served during the last two years of the war, and bolstered the Union war effort at a critical time. By war's end, the USCT comprised approximately a tenth of all Union troops. 1,715 USCT soldiers were combat casualties during the war.

The passing of a well known citizen is recorded in the death of L. H. Higgins, which occurred at the home of his daughter, Mrs. Mary White, about eight o"clock Tuesday morning. Mr. Higgins had been noticeably failing in health since his return from the national G. A. R. encampment at Boston in August. Cancer of the liver caused his death.

Lorenzo H. Higgins was born July 19, 1838, at Chesterfield, Hampshire Co., Massachusetts. With his oldest brother he came to Illinois, June 18, 1855, locating in Knox county, living part of the time at Oneida, and part of the time at Galesburg, until April 1859, when he went to Hoyleton, Washington county, Illinois, where on Sept. 4, 1861 he was united in marriage with Miss Susan Carter. Twelve children were born to this union, seven boys and five girls. Five of the children died in infancy, four boys and three girls growing to manhood and womanhood. Mrs. Higgins died Feb. 15, 1905, followed in about three months by her eldest son, Roy Higgins. The following named children are still alive to wit: Mrs. Celia Beckes, Wasco, Calif.; Frank S. Higgins, Spokane, Wash.; Capt. E. C. Higgins, Chicago, Ill.; Mrs. J. E. Castle, Topeka, Kansas; Mrs. Bert White, Burlingame, Kansas; Manley C. Higgins, Abbyville, Kansas.

On Sept. 4, 1861 he enlisted in Company C, 11th Illinois Infantry, re-enlisted March 31, 1864, and was transferred to the 67th U. S. Colored Infantry as Hospital Stewart, by order of the Secretary of War, and was finally discharged at Morganzia, Louisiana, Sept. 23, 1864, on account of disability, having served three years and twenty days. He was a prisoner of war eight months and two days, having been wounded and captured at Fort Donnelson, Tenn., Feb. 15, 1862, and was paroled from Libby Prison at Richmond, Virginia, on October 17, 1862. 
He served three years as Township Clerk of Burlingame township and six years as City Clerk of the City of Burlingame. He united with the M. E. church at Galesburg, Ill., in March 1858, and was a member of the First Presbyterian church at Burlingame, Kansas at the time of his death, Oct. 9, 1917, having reached the age of seventy-nine years, two months and twenty days.
Funeral services will be held at 3:30 tomorrow (Friday) afternoon from the Presbyterian church and will be conducted by Rev. Davis.

received an invalid's pension January 11,1886 for his service in Company "G" 11th United States Colored Infantry
. His wife Sarah Higgins received a widows pension October 11th 1894. The widows pension was filed for in Oklahoma.

Solomon Higgins enlisted as a Private in "E" 1st Battalion,1st Tennessee Regiment Heavy Artillery* on January 12,1864 at Fort Pickering, Tennessee for 3 years service. Mustered in on February 4,1864. Enlistment record states he was 44 years old, Black Complexion, Black eyes, Black hair, laborer by occupation, Born in Williamson County, Tennessee. Height 5 Ft 4 1/2 in. tall. On daily duty at the Brickyard (Engineer Department)since April 2,1864.Discharged for disability at Memphis Tennessee on June 13,1865.
Reasons for discharge are given as follows; Old Age, Chronic Rheumatism, One leg shorter than the other, entirely worthless as a soldier, cowardice prior to enlistment

Civil War pension records show Spencer Higgins received an invalid's pension April 15th 1882 (Application # 446280 & Certificate # 664479) for his service in Company "B" 5th U.S. Colored Cavalry.  His date of death is given as July 6, 1915 at Stanford, Kentucky and August 6, 1915.  His wife Pattie Higgins received a widows pension September 2nd 1915.(Application # 1051385 & Certificate # 799506) Both pensions were filed for in Kentucky.

Squire Higgins joined, at age 18, for duty and enrolled at St. Louis, Missouri on October 23, 1864. He was mustered in at Vicksburg, Mississippi on December 21, 1865 for 3 years service as a Private in Company "I" 47th Regiment U.S. Colored Infantry. Absent sick at hospital in Vicksburg, Mississippi since February 8, 1865. Remained in hospital in Vicksburg until he died there on March 10, 1865 of Variola (Smallpox).
His file states he had been the slave of Daniel Spotts of Howard County, Missouri.
Personal Information: Black eyes, Black hair, Black complexion, 5 ft 7 in tall.

William Higgins (also listed as Haggins & Heggins) enlisted at Camp Nelson, Ky on September 8, 1864 for 3 years service. He was mustered in at Camp Nelson Kentucky on September 9, 1864 as a Private in Company "H" 12th U.S. Colored Heavy Artillery. Present on all rolls until December 23, 1865 when he took a 13 day furlough. Back with company until he was mustered out at Louisville, Kentucky on April 24,1866.
Personal Information: Enlisted at age 28, Black Hair, Black Eyes, Black Complexion, 5 Ft. 6 in. Tall, Born Lincoln, Kentucky. A farmer by occupation. Reputed slave owner was Jacob Haggins (sic)
