W. H. Higgins, signal engineer of the Central Railroad of New
Jersey, died at his home at Jersey City, Wednesday,
January I5, 1919. Mr. Higgins began his railroad career with the
Pennsylvania in 1875 as a brakeman, serving in that capacity for
four years. He then transferred to the telegraph department of that
road and was with the construction forces for eight years. Later he
was promoted to the position of electrician at Jersey City and he
remained at that work until 1890, when he was transferred to the
signal department. Here he became identified with J. P. Coleman, now
consulting engineer of the Union Switch & Signal Company, in the
installation of the first electro-pneumatic plants of any
considerable size in the country, these installations being made at
A, XA and RU towers, Jersey City. It was in 1891 that the first
electric-pneumatic interlocking that employed electrically actuated
switch valves was installed by the Union Switch & Signal Company at
the Jersey City terminal of the Pennsylvania Railroad. Previously,
hydrostatic pressure served this purpose in this system. The use of
electrically actuated switch valves introduced a great number of
electro magnets not previously used. The operation of these and
those of signal valves, lever locks, relays, etc., quite naturally
involved a materially greater normal current flow from the batteries
serving the interlocking than formerly and 250 cells of gravity
batteries failed to meet the needs of this particular plant. During
the installation of the plant these facts became painfully
conspicuous and a departure from the practice of employing gravity
batteries as the machine battery became necessary.
Mr. Higgins,
who was assisting the Union Company in the installation of the
plants, suggested the use of storage batteries, as previously he had
assisted the Pullman people in some experiments with such cells in
car lighting service. It was with some reluctance that the Union
Company's representative finally agreed to the trial. Mr. Higgins
secured a half dozen old chloride accumulators from the Waldo Avenue
shop of the Pullman Company and sets. them up in the tower. He then
wound coils of No. 9 iron telegraph wire on broomsticks and
stretching these between improvised crossarms on a nearby pole he
charged the batteries from the 110 volt d. c. generator by which the
station was lighted. All the troubles experienced with the gravity
cells disappeared the instant the six storage cells supplanted the
250 gravity cells, and this meant much to the development of the
electro-pneumatic system. This incident constitutes, as far as is
known, the first application of storage cells for interlocking and
block signal work in America. A few months later Mr. Higgins carried
12 No. 14 wires from 12 German silver resistance coils in the tower
to the 12 track circuits—one to each— formed by the train shed
tracks and removed the 24 cells of gravity batteries there which
unsatisfactorily met the conditions then prevailing (during the
construction of the terminal). This was the first time storage
batteries were applied to track circuits, and it is especially
notable because the 12-volt battery was used for all 12 sections and
the same battery was used for supplying the interlocking machine.
The air main was in those days used as a common return, rendering
practicable the grounding of one rail of each shed track to the pipe
line. Mr. Higgins continued in the service of the Pennsylvania until
July 1, 1901, when he accepted the position of signal engineer with
the Central Railroad of New Jersey and the New York and Long Branch,
which position he held at the time of his death. The signal
department of the Central of New Jersey was developed under the
direction of Mr. Higgins. Mr. Higgins was the inventor of the well
known motion plate clip, better known as the "Higgins rail clip,"
which is used by a number of roads as standard on all interlocking
plants where detector bars are in service. He was a member of the
Railway Signal Association and served on many of its important
committees. His death is a great loss to the Railway Signal
Association and his large host of friends.

JOSEPH FRANCIS HIGGINS, M. D. Prominent among the
representative and highly
successful members of the medical profession in the
city of Trenton is Dr. Joseph F. Higgins, a descendant
of an Irish ancestry, represented in the two preceding
generations by Rudolph Higgins, a native of Tipperary
county, Ireland, and Michael Higgins. a native of the
same county, who came to America during his young
manhood, was for years employed as engineer in the
Trenton Gas Company, and now leads a retired life,
residing with his son. Michael Higgins married Celia
Kernan, daughter of William and Mary (McQuillan)
Kernan, all natives of county Monaghan, Ireland.
Dr. Joseph F. Higgins, son of Michael and Celia
(Kernan) Higgins, was born in Trenton,New Jersey,
April 14, 1873. He attended St. John's School in
Trenton, Steward's Business College in Trenton, St.
Joseph's College in Philadelphia. M¨¦dico-Chirurgical
College in Philadelphia, from which institution he was
graduated in 1901. He passed the State Board Medical
Examination of New Jersey, July 2, 1902, and
immediately engaged in a general practice of his
profession at his present address, 398 South Warren

patronage, Dr. Higgins is the attending physician at
St. Francis Hospital and the experience he there gains
adds greatly §ð the knowledge gained during his
collegiate course and subsequent practice. He is a

Biographical Review:
George H Higgins, an enterprising and enterprising agriculturist and a prominent citizen of Clementon ,in
Gloucester Township, Camden County, N. J., was born in Cambria County,
Pennsylvania, August 31,1850.His parents were George G and Elizabeth
(Workman) Higgins ,the father a native of Scotland. His paternal
grandfather, Gibson Higgins, was a lifelong resident of Scotland, where he was engaged in general husbandry.
George G. Higgins came to America at the early age of thirteen
years, He had prosecuted a course of study at Edinburgh University, and had become the master of six
different languages; and after his emigration to this continent he followed the honored vocation of
school-teaching in Camden County, New Jersey, though he made his home in the city of Philadelphia. After
spending several years in that calling, on the outbreak of the civil war he enlisted
for service in behalf of his adopted land ,enrolling in Company I of the Twenty-ninth
Regiment of Pennsylvania Volunteers. He served for four years, and then, being seriously
wounded, he was discharged; but he reenlisted in the Hancock Volunteer
Reserves, and in this body officiated at Trenton as a recruiting officer until the
termination of the war.
He subsequently, until the end of his earthy years, made his home with his son,
the subject of this memoir,at Clementon ,New Jersey. Mr, George G, Higgins was united
in marriage with Miss Elizabeth Workman, a daughter of Mr. and Mrs. George
Workman, the former of whom was engaged in general agriculture in Chester
County, Pennsylvania. Of the children, six in number, whom she bore to Mr.
Higgins, five still survive, namely, John; Elmira, who married William Philson
of Philadelphia; Alice, who became the wife of Harry Phomosa, of
Philadelphia; George H, and Clinton, Joseph is deceased.
Mr. and Mrs. George G. Higgins were members of the Presbyterian Church. He departed this
life at the house of his son in his sixty-sixth year, his wife surviving him many
years, dying at the venerable age of eighty-four. George H. Higgins spent his early years at the home
on the paternal estate, and when eleven years old he found employment on the farm of Josiah Jenkins at
Somerdale, with whom he remained eight years. In his twentieth year he went to work for J.P.
Kirkbride, in whose mill and on whose farm he was employed three years. After engaging a year with ex-sheriff Gibbs he
purchased in 1876 his present estate, at that time embracing fifty-five acres,
of which he has disposed of twenty-five acres. Besides that property he has a farm
of forty-five acres ay Gibbsboro and still another of two hundred and fifty acres in Burlington
County. His home farm, the residence on which he has remodeled, he devotes to general agriculture, to the cultivation of
various garden vegetables and to some measure to dairying. For ten years he, in connection with his
regular pursuits, was the proprietor and manager of an extensive business in coal and
wood. the former commodity he purchased by the carload and sold by the ton; and the latter he cut on his own land fifteen
hundred cords per year. In 1869 Mr. Higgins was joined in wedlock with Miss Sarah A.
Watson, a native of Clementon, and one the eight children of Isaac
Watson, the possessor of an extensive farm in the town. Mr. Watson is a representatives
of one of the oldest families in Clementon, his father having formerly owned the entire
tract of country now embraced in that village. Mr. and Mrs. Higgins have four children-
Isaac W.; George R.; Louis G.; and Helen C.. Mr. Higgins has rendered efficient service in several
positions of public trust. For two years, during 1887 and 1888, he was a member of the
board of Freeholders; for four years,1883 to 1886 inclusive, he constituted on
of township committee; from 1879 to 1883 ,he officiated
as Supervisor of the Roads; and for a period of eleven years he was a member of the Executive County
Committee of Camden County ,in connection with which he devoted very much of his time and thought to the
public welfare. He has also represented his town and district in the New Jersey legislature for two
terms,1887 and 1888.In 1895, Mr. was instrumental in having the board of Freeholders pass a motion to build
a stone road from Kirkwood to Berlin.T he road, which is five miles long, and is composed of solid trap
rock, and was constructed at an expense of twenty five thousand dollars and required eight months
labor. It is the finest piece of road in the state, and it is the object of universal
admiration. Mr. Higgins had the honor and now has the praise in acting as superintendent
of its construction. In the fraternity life of the community Mr. Higgins is favorably and widely known,as in the
civic and industrial. he is associated with the Odd Fellows and with the Blackwood
Independent Lodge No. 64. He is likewise affiliated with the Rancocas Tribe of the
Independent Order of the Redmen at Clementon and the United Order of American Mechanics at
Lindenwold. Politically, his beliefs bring him into fellowship of the Republican
Party. In religious faith and sympathy both Mr. Higgins and his wife are connected with the Blackwood Presbyterian
Church. Mr. Higgins is in a large sense a self made man, what he has and is being chiefly due to his qualities of
enterprise, industry, and progressiveness.
