City's Civil War 'secret' revealed
I recently saw a portion of a documentary Sex in the Civil War, shown on The History Channel. It stated
that Nashville was the first city in the United States to have legalized prostitution � during the Union
Army's occupation of Nashville.
As a response to the high percentage of Union soldiers with venereal diseases, prostitution was made legal,
with weekly checkups for the prostitutes. Do you have any more information on this? � Scoville Walker,

Nashville has not traditionally been associated with bold social experiments. This one appears to have been
a strange but true wartime exception.
After its 1862 occupation by Union forces, Nashville saw 100,000 federal troops passing through in less
than a year for training before being sent to battle. Some were eventually buried here, and many received
treatment at Nashville's 23 military hospitals.
With so many young men around, an increase in sexual activity would not be surprising. Many were headed to
what they knew would be war deprivations of all sorts and very likely death or dismemberment.
A segment of Nashville's population rose to meet this demand.
Nashville' 1860 census was different from most in that enumerators took it upon themselves to document
prostitution here. While the tally probably left out scores of those so employed, the census that year
showed 207 professionals ''not reluctant to call themselves what they really were.''
They ranged from age 15 to 59, but the mean age was 23.
The largest house, at 101-103 N. Front St. (now First Avenue North) was near the steamboat landing where
most visitors arrived. Run by Rebecca and Eliza Higgins.

The house had 28 residents, 17 of them prostitutes. Among the rest were a carpenter, a brick mason and
eight children.
Total value of this out-of-the-ordinary property, including furnishings, was listed at $25,500 � then a
quite respectable sum. Most of the 69 houses of ill repute were modest operations of one to three women.
By wartime, many more women had entered the profession here � some forced by dire economic circumstance and
others by choice. Estimates have ranged above 1,500 in Nashville.
With their activities came the rampant spread of sexually transmitted disease. Syphilis in those days
was often fatal, as no reliable cure was known. One drastic measure recommended was injection of salts of
mercury, highly toxic and carrying its own risks.
Alarmed Union military officials first tried solving the problem here by rounding up prostitutes and
shipping them under guard by train to Louisville, Ky.
Most eventually returned but faced another roundup involving a chartered river steamer. In the month of
that cruise a large number of black women had helped meet the unfilled demand with their own flourishing
trade.
In desperation, the military decided to license the prostitutes in hopes of controlling their health and
preventing the spread of venereal disease to soldiers. The deadline for them to report for testing was Aug.
20, 1863.
Those presenting a ''surgeon's certificate'' and paying $5 got ''a license to practice their
profession.'' Those caught without one were subject to a minimum 30 days in the workhouse. By April 30, 1864,
at least 352 had been licensed. Medical re-examinations were required every 10-14 days.
The soldiers also were targeted for treatment. By the end of 1864, 2,330 of them had passed through
Nashville's ''Soldier's Syphilitic Hospital.'' Thanks to Nashville's legalization, only 30 of the first 999
admitted had contracted disease here.
The History Channel has produced two programs on this topic, Sex (and More Sex) in the Civil War. Tapes of
both are still sold through the A&E Television Network.
As a side note, some have wondered whether the Union's Maj. Gen. Joseph Hooker was really the source of the
term ''hooker.'' Gen. Hooker was in Chattanooga at one point, helping take Lookout Mountain.
He was known as a leader popular with his men, as well as with the ladies of the evening. In reality, this
term for prostitutes appears to have predated him by many years. At the same time, his name is said to have
added to its widespread use after the war.
