35. Phyllis Geraldine

Apr 23, 2001 in Fairfax, VA. Quote from Max Witcher obituary, April

Max Witcher was born June 25, 1922 at Windom, Texas to Leonard and Rina Witcher.
He graduated from Honey Grove (Texas) high school in 1939 and Paris (Texas)
Junior College in 1942. He entered the US Army Air Corps and served as a bombardier
instructor at Carlsbad, NM until his discharge.
He married Phyllis Mogen of Ortley, SD April 26, 1946. He received a masters
degree from East Texas State Teachers College at Commerce, Texas. He taught
history and government in Archer City, TX until 1949 when he and his family moved
to Summit, SD and he became the superintendent of Summit High School. In 1953
he was employed by KWAT in Watertown as an announcer, director of news and assistant
manager. In 1959 he moved to Pierre, SD and became executive assistant to Gov
Ralph Herseth.
He moved to the Washington, DC area in 1961 and became a career civil service
employee with the Department of Agriculture as an assistant director of the Organization
of International Affairs. In 1984 he became the director of the organization
until retiring in 1992. Phyllis Geraldine MOGEN and Max WITCHER had the following
