Thanks to the kind generosity of Andrew Sweeny, whose great grandfather George Sweeny was an original member of the Clan-na-Gael Camp in Cincinnati known as the Wolfe Tone Club, I was allowed to transcribe the club minutes book covering January 4, 1920 to May 24, 1926 and reproduce them here as a resource for those interested in Clan- na- Gael history. There is no great revelation of historical significance buried in the meetings of the club. However, for those curious about the Clan- na- Gael and how a small club operates it provides a significant insight. One is able to see the highs and lows of the club over time. Of particular interest is the process the club went through in joining the Friends of Irish Freedom. The Friends or Irish Freedom was formed by John Devoy and Denis Cohalan and the Clan- na- Gael just before the Easter Rising of 1916. Although the Friends of Irish Freedom formed as an open organization, the Clan- na- Gael was the birth mother and 15 of the 17 leadership positions were Clan- na- Gael members [McGarrity Papers  by Sean Cronin p.63].  If one looks at the Wolfe Tone Club struggles to maintain itself against the backdrop of the timeline of Irelands struggles during this period one can speculate about the effects the Civil War in Ireland had on the Clan- na- Gael in America. One of the results was a split that had been building between the Clan- na- Gael under John Devoy and Ireland's emerging government represented by Eamon de Valera. De Valera wanted to direct the Irish-American money gathering and political machinery but Denis Cohalan and John Devoy the two men in charge of the Clan- na- Gael would not relinquish control. Another important Clan na Gael leader, Joseph McGarrity of Philadelphia, tried to work out the differences but in the end he was forced to take sides and joined de Valera-ites causing an ever-widening rift in the Clan- na- Gael.  In the fall of 1920 the split became official when de Valera walked out of a meeting of the Friends of Irish Freedom taking his adherents with him. This split the Clan- na- Gael into two factions, the original Clan- na- Gael under Cohalan and Devoy and the "Reorganized Clan- na- Gael under McGarrity. How much the Wolfe Tone Club members in Cincinnati knew of the internal feuding can't be determined from the minutes as all communications from the Clan- na- Gael Executive Board were read, discussed and destroyed without the contents being noted in the minutes. The Executive Board is referred to in the minutes as the "DA" or "Hqtrs" etc.  In Ireland in January of 1922 a treaty was signed and approved between England and the Dáil Eireann (the newly formed Irish Parliament) which partitioned the island into two parts. The Loyalist Ulster section included six counties of Northern Ireland with rest of the counties of Southern Ireland being the other section. One month after the signing of the treaty the Wolfe Tone Club accepted an invitation to join the Friends of Irish Freedom. From the context of the minutes it seems clear that the Wolfe Tone Club stayed with the John Devoy faction of the Clan na Gael until the club disbanded on May 24, 1926 citing lack of interest and the necessity of supporting John Devoy's Gaelic American newspaper with additional assessments of money from each member. Both sides, the Loyalists in the North and the Nationalists in the South, were given a parliament and a form of Home Rule. The signing of the treaty caused a split in the Nationalist South between "Free Staters" and "Republicans." De Valera and the Republicans disavowed the treaty. Civil war broke out with Michael Collins who had brokered the treaty with England and his followers, the Free Staters, on one side attacking de Valera and the Republicans, who would not accept partition under any context, on the other.

The Clan- na- Gael was founded as the Napper Tandy Club in New York in June of 1867 ostensibly to assist the two feuding Fenian Brotherhood faction to reunite. The Clan- na- Gael was a secret oath-bound society and it had two manners of identifying its Camps. The first was a secret designation called a Camp which indclued a number. Napper Tandy for example was Camp 1. The designation was further obscured by using a "letter-following" cipher system wherein the "C" for Camp became "D" and this form was used in all internal correspondence to keep track of the locations of the affiliated Camps. "The Clan- na- Gael Association" was the public name for the association. The organization was called in internal correspondence the "United Brotherhood" or UB. again using the letter-following code the UB was designated as the "VC" in internal correspondence. The Wolfe Tone Club as Camp D7 was originally designated in 1868 as Camp 10 or D10. In the minutes it is simply referred to as the "D" (see MS9,824, a document from the Devoy archives at the National Library of Ireland) we can see that the Camp followed the Clan- na- Gael guidelines using the public name: Wolfe Tone Club. The Wolfe Tone Club was organized in January of 1868 with the following group of leaders for 1868 the president, called Senior Guardian or S.G. was William Walsh and the R.S. or Recording Secretary was Thomas Sheedy. The officers were elected each year. There are other officers in each Camp in addition to the S.G. there was a vice president or Junior Guardian "J.G." and a Financial Secretary "F.S." and a Treasurer as well as two or three "Trustees" which appear in the minutes. In 1869 George Sweeny was S.G. and J W O'Leary was R. S.. In 1870 the S.G. was Thomas Sheedy. In 1871 the S.G. was J W O'Leary and in 1872 the S.G. was William Hays. Thomas Sheedy organized a second Clan na Gael Camp "D53" in Cincinnati in August of 1869 the public name of which is unknown to me. The S.G. was John Geegan and the Recording Secretary was James Buggy. Camp D53 was consolidated with the D10, the Wolf Tone Club, in May 25, 1870. It is unknown when Camp D10 became D7 but I suspect it was as a result of the realignments required upon the merging of the Clan- na- Gael and the United Brotherhood factions that formed after the split in 1885 which were reunified under John Devoy and Daniel Cohalan in 1900.

I was able to determine later in the minutes that George Sweeny was member No. 1 or #1 and he was the delegate chosen in February of 1922 to be District Officer of the Friends of Irish Freedom. Sweeny apparently was the glue that held the Wolfe Tone Club together for whenever attendance lagged it would be Sweeny who ended up as the Recording Secretary again. Later on George Sweeny's son, aged 28, Colum T Sweeny was accepted for membership and almost immediately ended up as the Recording Secretary.

The club went through periods when there weren't enough members to hold a meeting. Finally in May of 1926 the Wolfe Tone Club withdrew from the Clan na Gael and became a local social Irish Nationalist club. The minutes of May 24, 1926 explain this change. I have tried to keep the exact lines and spelling of the club minutes as they were. 

A note about the page designations in the form: "Page 1: IMG0232" Page numbers are assigned in this presentation [but not in the minutes book] to all those pages which contain writing of any sort. the IMG numbers are from my camera so I wouldn't inadvertently leave out a page.

At the end of this transcription is a picture of the TERM REPORT required to be filled out and turned into headquarters as a method of tracking the Camps to provide monetary and membership data. Followed by a list containing the names and addresses of some of the members of the Wolfe Tone Club.

Meeting called to order by S.G. Minutes of preceding meeting
approved. All officers present except J. G. A motion prevailed
that a communication be sent to senator Pomerene requesting
him to vote against the four power treaty, and a committee consisting
of # 25 – 10 & 1 would formulate the protest against the treaties.
A motion was made which prevailed that the D go into the election
Of S.G. which resulted in the election of bro no #25,
No. 10 reported that he purchased a floral piece as a tribute
of respect to the memory of bro D W McCarthy[20] a faithful member
of the D for many years and a life long nationalist.
James Finley a former member of this D was readmitted and
and expressed his pleasure to again be permitted to join with
the real friends of Ireland. It was moved and carried that
the D temporary loan $10.00 to pay for the floral piece
procured for our deseased bros DW McCarthy and Hugh Mc
Keown

tortures the people in Ireland suffered during the intense

of the Camp in St Louis. A general discussion was indulged
in as to the general improvement financially and
numerically of the club to bring it back to its former
status of influence in Irish circles in the City and its
bearings in improving true nationalism in our midst.
$10.00 was refunded to the .D. but of the “Shamrock” fund
to pay per floral tributes to Mrs McCarthy & McKeown.

Minutes of previous meeting read and approved.
S.G. read a communication from the Executive
advising the “D” to appoint Committee to [reach?] delinquent
members and endeavor to influence them to resume
their connection with the Organization. The D.O. also
received a communication to the same purpose.
An interesting article was read from the Official
Organ of the Irish Volunteers published in Ireland
on the present status over there with a statical[?]
showing that 90% of the army gives allegiance to
the provisional government.  Roll Call exhibited

taken up and acted upon. An interesting talk
was indulged in relative to decorating the
graves of former members of the Club annually.

A list of twenty eight former members of the Club
was submitted for reinstatement but no definite
action thereon was taken thereon, No 1 directed the
attention of the club to the action of the last District
Convention where a resolution was adopted calling for
a contribution for district expenses and in as much
as D 7 has paid no assessments to this fund in recent
years, moved, that the custodians of the Shamrock
paper fund be requested to make a donation of
$50.00 to the4 district fund, carried,

The question of recessing during the summer months
arose and was discussed.  Every member present expressed
themselves in favor of it. It was then moved that the D as
such should recess during the months of July, August
 and September and that the  Officers of the D in the D in the
meantime should hold some monthly meetings, and if
necessity arises that required united action they should
call a general meeting of all the members.
There been no response to the custodians of the Shamrock
Fund for the request made upon them for $50.00 to the
District expense fund, It was moved seconded and
carried unanimously that a committee of three be appointed
to wait on Bros Sheedy Fallon & Concannon and ascertain
what asset the D has in this fund and if so who has
the disposition of it? Committee 22 – 7 – 10 .

dispensed with. A report was submitted  that from  the
action of that meeting  $50.00 was donated from the
Shamrock Fund to the Richard O. Sullivan Burke testimonial
the committee appointed at a former meeting to make
inquiry of the members of the D who have control of the
Shamrock Fund reported that the D has no control
over said fund and whatever contributions that has
been made to the D from this source has been a gift,

The meeting called to order by the S.G. Minutes of
March 21st read and approved. The D.O.[23] reported on
condition in the district and his visits to D77, 261
and 247. The D took up our present situation the no attendance of member at our meeting and how best we could improve our condition. Every on present
expressed themselves against abandoning the Organiza-
tion but to keep up the work the club has been engaged in
so long. After discussing the matter thoroughly an agreement
was arrived at that a circular would be drafted and sent
out to all ex members inviting them to an open meeting of
the D and try and secure their readmission.

Meeting called to order by S.G. and opened in the
usual manner, Minutes of last regular meeting read and
approved Roll call and absentees recorded. The S.G. Read the
proceedings of the district convention which was held in
Columbus on Jan 27th and the election of [?] Officers for 1924
A letter from a member of the V.C.[25] now in Ireland giving
a description of conditions over and a hopeful outlook for
the future of the Island. The D then went into the deferred
election of officers for 1924 which resulted in the election of 
T J Mulvihill S.G., John O’Leary J. G., M J Doyle treas, Wm Fallon
Fin Secty and No 1 R.S. with Thomas Fallon and
James J Dolan as trustees. The S. G. then read the dying
Speech with dramatic and elocutionary force.
A Discussion followed as to the propriety of observing
St. Patricks day on the evening of the 16th and a motion prevailed
that we should do so and a committee was appointed
consisting of Dolan, Normite, and Sweeny to make the
necessary arrangements.

by the J.G. After opening the RS stated that he would continue to act until some other member would be procured to take his place. The minutes of the previous meeting had to be dispensed with as theyh were not written up.

tion from M A Sheedy offering his resignation of membership
was read and received, also the resignation of Martin Riley
as a member. A motion was made to  accept these resignations
of those brothers to speate themselves from the Club after forty
or more years of faithful and legal membership. The motion
was adopted and the secty was directed to notify the Ex
members of the acceptance of their resignation. A motion was
made and adopted that the resignation of the S.G. be deferred
for a month.

May 24th /26
A minute of Conference of a few members of the
Wolfe Tone Club held at Rechelieu Hall Monday
evening  May 24th /26 pursuant to an appeal sent
to the member to take action whether the Club would
remain in existence or disband. After wainting for
laggards the club went into Conference with the S.G.
presiding. There was a general expression by all
the members that we could not maintain ourselves
a club when a large part of our members fail to
attend the meetings. Another influence was the
exacting demand of 50 cts a month in addition to the dures for
to remain retain maintain the existence of the
Gaelic American, A motion was made and carried
to refuse the 50 cts assessment demanded by the V.C.
which was carried. The adoption of this motion seperates
the Club from the F.C. [28] After a general discussion of news a mo—
was made and carried that a committee be appointed to report
on a plan of Organization to maintain ourselves as a
as an Irish Social National Club. Carried.

[1] The Wolfe Tone Club was organized in Cincinnati as a Clan na Gael club in January of 1868 according to document MS9,824 in the Devoy papers at the National Library of Ireland.

[2] George Sweeny,  amongst whose things this book was found, is member No 1 [#1] throughout this book. See Page 32 IMG0270 notes. Before the period of this book, George was a Senate Fenian and a Civil War Veteran.

[3] Thomas J Mulvihill was an undertaker in Cincinnati and on the board of the City Workhouse in 1881. He was involved in Democratic politics.

[4] S.G. is Senior Guardian or president

[5] All members of Clan na Gael Camps had unique numbers assigned to prevent anyone reading Clan na Gael correspondence from knowing the members’ names.

[6] Blot after 2 based on Attest at page bottom might be ”26”

[7] J.G. Junior Guardian or vice-president

[8] D.O. could mean District Office [or District Officer]. The Clan na Gael was divided into several districts encompassing one or more states. There was a central Executive Board known by the initials VC in code.

[9] Perhaps the change from 26 Sec to 25 Sec means a different secretary or the number might have another significance.

[10] In the Clan na Gael a certain percentage of dues was to be forwarded to headquarters. This may refer to that.

[11] This page is written in a different hand than the first three.

[12] Seumus MacManus [it this be he referred to above] married to Anne Isabel Johnston the daughter of Robert Johnston a Fenian leader in Ulster and member of the Supreme Council of the IRB who died in 1927. Seumus was the author of The Irish Race in 1921 and other books. Anne Isabel Johnston wrote poetry under the name of Ethna Carbery. He married her in 1901 and she died in 1902. He later remarried.

[13] On next page there is a W. Fallon – this could be he.

[14] This may be what is later referred to in the minutes of May 4th 1922 as the Associated Irish Orgnizations.

[15] Diarmuid Lynch was sentenced to be executed as one of the leaders of the 1916 Rising but later was released from jail by the British and he came to America.

[16] This lapse probably indicates that number 18 [#25] is probably T. J. Mulvihill.

[18] Apparently, beginning in the latter part of December of 1922, local lack of interest in the Clan na Gael or some sort of turmoil at headquarters caused the Wolfe Tone Club to cease to function. This paper appears to be a recapitulation of this period of meetings held with no quorum or no meetings held. The next page begins with the date “May 24”  year not given a committee was formed to decide whether to maintain themselves in the Clan na Gael or simply function as a local club. Later on in the minutes the date May 24, 1926 was given and that date seems to fit the context of this loose page.

[19] George Sweeny, S.G. and Member No 1, was elected as chairman of the District 17. District 17 was probably, based on other sources I have seen, Ohio and Indiana.

[20] D W McCarthy was listed as Republican on Credentials Committee dated 1861-03-21  Cincinnati Daily Enquirer and also a Senate Fenian Wing head centre and part of the United Irishmen when it formed in Cincinnati. Also he went on a drunken rage and attempted to kill the owner of the Cincinnati Enquirer with a big knife for which he got 30 days in the Work House.

 

[21] Atlee Pomerene (1863-2937) is a Cincinnati Democratic politician and at this date a US Senator from Ohio.

[22] Based on the previous page it is safe to assume that “George Sweeny” secretary protem here and “No 1” secty protem at the previous meeting with no action transpiring are one and the same. Based on the members not normally changing their numbers it may be safe to also assume that wherever No 1 or #1  appears referring to a member in this book it is George Sweeny who is the person indicated.

[23] On February 2, 1922 the meeting minutes indicate that No. 1 [George Sweeny] was elected District Officer of District 17 of the Friends of Irish Freedom organization to which the Wolfe Tone Club became a part of at that time whether he was still D. O. at the date of this meeting is unknown but “the D.O. reported” seems to indicate that he still was barring the unlikely prospect of another member having been chosen from the same club for 1923.

[24] For some reason the secretary began using names and not numbers for collected dues.

[25] V. C. is “letter-following” code for United Brotherhood or Clan na Gael.

[26] Percentage % etc. is a way of expressing the assessment each Camp had to send per Term to the Organization.

[27] A bit of wry humor rarely seen in the meeting minutes

[28] FC is a “letter following” code for Executive Board of the Clan na Gael association.
