"Jacquelin was serving in the Navy as a midshipman when the terrible tragedy of the burning of the Richmond theatre occurred. He lost a brother, a sister and a niece. The loss of so many required him to resign the navy that he might assist in the management of the large estate. During his life he filled many places of honor and trust.


He was for many years a State Senator, and at the time of his death was Major General of Militia for the Eastern District of Virginia. He was full of enterprise and the Richmond Dock and Water Works and Belle Isle Nail Factory attest to his public spirit. Served under Decatur in the Tripolitan War and represented Richmond, VA,for many years in both branches of the Legislature."
