Exec. Dept. Mar. 25, 1839. Charles Swan is allowed L. B. for his
services as soldier in the Contl. line for three years David
Cambell, Gov.
From a letter addressed to James Stephenson, Esq., House of
Delegates,
Do not forget to have a law passed to sell lands for the 35%
levied for the county purpose. I have this day mailed to Mr.
Heath, the Sheriff, receipt for the fines you wrote about --this
I had done months ago and he must have received and mislaid
it--out of what is coming to me, pay Mr. Heath about $11.04 for
fines collected by me as clerk, for Commonth. and take receipt.
I send you a copy of old Mr. Swans declaration made some years
ago, in order to get a pension under the law of 7 June, 1832. He
is entitled to bounty land under an Act of the General Assembly
of Va. You will see his name on the Va. roll as entitled to
bounty land. This claim is now owned by our friend William Swan.
His father assigned it to him three or four years ago, and I
sent a copy of the Declaration and the Assignment to Col.
Parriott and requested him to have the matter adjusted. The
Colonel has since informed me that he left the papers with Col.
Charles S. Morgan--please call on the Colonel and get the
Assignment and put the matter in such train that the land can be
gotten.
I suppose that all the lands heretofore set apart for the
[p.447]purpose of paying bounties has been exhausted--but I see
a Va. Member has brought the subject before Congress again, with
a view to get a further appropriation of lands by the Government
to pay those entitled to bounties in lands for service in the
Revolution and from Va., and he must succeed.
Note. The letter is torn here, and much of it taken away, but it
continues with some political discussion, which is interesting
as it goes to show how political prophecies are never dangerous.
The one party always prophesies direful calamity, should the
other be elected.
When one reads the old files of newspapers he is led to wonder
who ever tell the truth. This disposition to win votes by
calamity prophesy is emphatic in Presidential campaigns, and
since our wonderful country has continued to prosper, what have
the prophets on the other side accomplished?
The letter continues:--the more certainly will he, if elected,
oppose the mad schemes of the Administration. I have
considerable regard for H. St.G. Tucker, but am very unwilling
that he should be elected to the U.S. Senate under the present
aspect of things. I hope the Whigs will not assist to elect him.
As to the Court of Appeals, I feel some little concern about who
is to be made a Judge to fill the vacancy. My personal
predilections would be decidedly for J. J. Allen over the others
you named as likely to be run, but had I a vote in the matter, I
should unquestionably vote for Stanard, believing as I do that
by so doing I should do the state most service.
Our friend Allen is rather young I think yet for that court--ten
years hence would be soon enough to put him into the Court of
Appeals. Had I the state at large to select from, I would prefer
Judge Upshur for the vanacy, to any other man.
I send you Ducketts $1.00 claim. Had you sent the claim in which
the $3.00 item is rejected, I would have had him rectify it and
sent it--you can return it yet. Duckett says pay all their is
due against him at Richmond. What you said as being against him
(owing) there is right, besides he owes for the Militia fines of
1837, which he wishes you also to settle with the Auditor for
him. Signed by D. Hickman.
[p.448] Warrant No. 8685 was issued 23 Mar., 1839 to the heirs
of Charles Swan.
