This would have likely been Dr. James Taylor, James I's Uncle.
I know of no mention of our James in VA prior to 1650. Most
sources have him emigrating to VA after 1650.
Carlisle is an English Place name for the town in Cumberland
derived from the British ker = fort + Romano-British settlement
named Luguvalium . How ker Luguvalium becomes Carlisle is yet
another story.

I wish I could give you a definitive answer, but I believe the
answer to you question was no or unlikely. According to _A
Directory of British Peerages_ by Francis L. Leeson (Baltimore:
Genealogical Publishing Co.,1986) The title of Baron Pennington
was held by a line in the Muncaster family from 1783 until it
became extinct in 1917. There is no other title for Pennington
