He entered the Air Force in 1951 and was commissioned through Officer Candidate School in 1960. He was involved in a variety of comptroller activities related to weapon systems acquisition through 1966. During the next five years, Mr. Hill was assigned to the Secretary of the Air Force's Special Projects Office, Los Angeles. In 1971, he transferred to the Office of the Secretary of the Air Force, Washington, DC, for duty with the Central Intelligence Agency's element of the National Reconnaissance Office. In 1973, he was moved to the CIA Director's staff, where he remained until his retirement from the Air Force in February 1974.

In March 1974, he was appointed comptroller of the National Reconnaissance Office, as an Air Force civilian. In 1978, Mr. Hill became Director, Office of Space Systems, Office of the Secretary of the Air Force and director of the National Reconnaissance Office staff. He became Deputy Director of the National Reconnaissance Office and Deputy Under Secretary of the Air Force in April 1982.

Mr. Hill's Air Force awards include the Legion of Merit, Meritorious Service Medal and Air Force Commendation with three oak leaf clusters. As a member of the Air Force senior executive service, he was selected to receive the Presidential Rank Award of Distinguished Executive in 1981 and 1991. He also received the Presidential Rank Award of Meritorious Executive in 1980 and 1988. Mr. Hill received the DoD Distinguished Civilian Service Award in 1977, 1981, 1987 and 1996 and the Air Force Exceptional Civilian Service Award in 1988 and 1996. Mr. Hill has also received the National Intelligence Distinguished Service Medal, Central Intelligence Agency's Distinguished Intelligence Medal, National Aeronautics and Space Administration's Distinguished Service Medal, Defense Intelligence Agency Director's Award, NRO Distinguished Service Medal, and the National Security Agency's Bronze Medal. In 1996, Mr. Hill was chosen by the National Space Club as its recipient of the Goddard Memorial Trophy. He also received the 1998 Goddard Astronautic's Award from the American Institute of Aeronautics and Astronautics. Mr. Hill is a biographee in the Marquis, Who's Who in America. In 1997, Mr. Hill was elected to The Aerospace Corporation's Board of Trustees.

Mr. Hill was born December 28, 1933, in Fort Worth, Texas. He attended the University of Wichita and the University of Oklahoma. He resides in McLean, VA, with his wife, Martha. They have four children: Bill, Loretta, Carol, and Patricia.
