Ray Louise Bailey, 63, of Little Rock, a strong advocate for the rights and privileges of the disabled in Arkansas, died Sunday, June 14. She was an active member of the Highland Valley United Methodist Church, the Oasis Renewal Center, Mainstream Living, and ADAP.

She was preceded in death by her husband, William "Bill" Bailey, her parents, Harold and Velma Williams, and a niece, Letetia Rummel. She is survived by her brother, Kerry G. Williams of Benton, and a sister and brother-in-law, Marsha B. and Tim Smith of Maumelle.

Nell Teeter Balkman, of North Little Rock, a member of the Arkansas Nurses Hall of Fame, died Monday, Aug. 9.

Born in Pottsville, the daughter of Charles R. Teeter, M.D. and Cora Whitesides Teeter, Mrs. Balkman held a bachelors of arts degree from Henderson State Teachers College and a nursing degree from the Vanderbuilt University School of Nursing.

She worked for the North Little Rock Veterans Administration Hospital for 10 years and during this time was clinical instructor supervisor, senior instructor in psychiatric nursing and supervisor for geriatric psychiatric nursing. She was later appointed director of continuing education for the Arkansas League for Nursing.

She held office and membership in many professional organizations, including the Arkansas League for Nursing, the Southern Regional Assembly of Constituent Leagues of Nursing, the Arkansas State Nurses' Association, the State Advisory Committee on Practical Nursing and the Arkansas League for Nursing's "Every child by 74-79" immunization program.

She was appointed to the Arkansas State Board of Nursing and served as president of the board for several years. She was named Nurse of the Year by the Arkansas State Nurses Association and was included in the Arkansas State Nurses' Hall of Fame.

She also received an Award of Merit from the Arkansas League for Nursing, a Citation for Outstanding Service from the Arkansas Licensed Practical Nurses' Association, the Nursing Home Association's Outstanding Service to Nursing Homes Award, and the State Board of Nursing's Award for Outstanding Service. She was a lifelong Methodist.

She is survived by her husband, Col. Alton Balkman; a son and daughter-in-law, Robert and Karen Balkman of Dallas; a daughter and son-in-law, Drs. Elizabeth and William House of North Augusta, S.C.; one granddaughter, Kristen House of Athens, Ga.; and two sisters, Elizabeth West and Cora Kay.

Funeral services were held Thrusday, Aug. 12, in the chapel of Griffin Leggett-Rest Hills Funeral Home. Burial followed at Rest Hills Memorial Park; nlrt8/26/1999

Cecil Blake Ballew, 47, of North Little Rock, died Wednesday, March 28, at home from a massive heart attack.

He had graduated from North East High School as an honor student, attended the University of Arkansas at Fayetteville on a scholarship, and in later years attended UALR studying subjects related to research. The highlight of his life was working for two years at UAMS in the research department as an assistant. He wa a member of Gardner Memorial United Methodist Church.

He is survived by his parents, Mary Beth and Dick Ballew; two sisters and brothers-in-law, Peggy and jake Jacobsen of Fredericksburg, Va., Anne and Kenny Taylor of ANchorage Ala.; nephew Jamie McNeil and his wife, Margi, of Wichita, Kan.; great-nephew, Christopher McNeil; and a niece, Elizabeth Jacobsen.

She had worked as a bookkeeper for Gus Blass Co. in Little Rock and as a clerk typist at the Little Rock district office of the IRS.

She was a former member of First United Methodist Church in North Little Rock, and currently a member of Sylvan Hills United Methodist Church of Sherwood.

She was preceded in death by her husband, Donaghey H. Bass. Survivors include one daughter, Patricia S. Hyatt of Morgan City, La.; two grandsons, Martin Hyatt of Fort Smith and Tommy Hyatt of Dallas; one great-grandon; and one sister, Sue Bass of Presbyterian Villiage of Little Rock.

She was the daughter of the late Charles and Savannah Pearson.

Michael Clara Berrington, 56, of North Little Rock died Saturday, march 20. She was a graduate of Elmira College for women with a degree in chemistry and had spent her working years as a pharmaceutical technician for the VA Hospital.

She was an active secretary, a former president and public programming chairman of the Central Arkansas Astronomical Society, where she directed and coordinated public educational activities and helped to establish their first permanent observatory.

She was also a former member of the Cleveland Choral Society, a member of the Sierra Club and Central Arkansas Audubon Society and a member of the Second Presbyterian Church of Little Rock.

Survivors include her husband, William R. Berrington Jr.; three children, William R. Berrington III, Leigh B. Green, and Robert C. Berrington; and granddaughter, Rebecca Katherine Green.

Mrs. Billedeau was an organist and cantor at Immaculate Heart of Mary Catholic Church for many years. She was a member of Rosary Sodality, Altar Society and Arkansas Nursing Association.

Bernie Edward Bjorkman, 86, of North Little Rock died Sunday, July 5.

He served in the Civilian Conservation Corps in northern Minnesota in the 1930s. A member of the Minnesota National Guard, he was called to active duty in 1941, stationed at Fort Chaffee and then served in the South Pacific during World War II.

Retired after 35 years from the general office of Dyke Industries, he was an active member of Central Baptist Church since 1958 where he also served as Sunday school director for many years. He was also a member of the American legion, AARP, and the 24th Infantry Division Association, and he served as a volunteer at Baptist memorial Medical Center.

He was preceded in death by his parents, six brothers, and two sisters. He is survived by his wife of 55 years, Nadine Bjorkman; a son and daughter-in-law, Tom and Roxanne Bjorkman, and granddaughter Anne Bjorkman, all of Lovettsville, Va.

Funeral services were held Wednesday, July 8, at Central Baptist Church with the Rev. Bryan Webb officiating. Burial followed at Rest Hills Memorial Park.
