General Gregory, the Commissioner of Texas freedmen, has issued a circular, dated the 12th instant, directing that the Emancipation Proclamation should be liberally distributed everywhere. The officers of the bureau are to adjust cases between freedmen, or between freedmen and whites, when the State judicial officers do not accord to the freedmen impartial justice. The freedmen are enjoined to make contracts, and the employees are to have their choice, but they must work, and idleness will not be tolerated. The contracts must be kept, and all officers of the bureau and citizens generally must recognize this fact, and dissipate the views entertained by many of the freedmen at many points. Exertions are to be made to hasten the contracts, so that the freedmen may be divided among the planters by Christmas.
