The David Agnew who was living in Mercer County, Pennsylvania, in 1870 and 1880 is closer to the right age, and is married to Eliza, but was born in Pennsylvania.
Further, gedcoms available on RootsWeb WorldConnect (e.g., McWilliams - George and extended family, updated 21 Nov 2005, accessed 10 Mar 12) make clear he died on 24 August 1882, not 13 July 1888 (as in the pension index by unit).

Mrs. Eliza Agnew, aged 98 years, yesterday fell down stairs at her residence, No. 207 West Cumberland street, and fractured her leg, receiving besides several ugly scalp wounds and bruises.
