Retired Pay & Gratuities

PERMANENT COMMISSIONED OFFICERS OF THE ROYAL NAVY ANDROYAL MARINES

1 The provisions of the 1956 retired pay code are set out below

2 The 1956 code applies to permanent commissioned officers who were retired on or after 1st January 1956 If it is to their advantage officers serving on the active list on 6th March 1946 will be allowed to receive in respect of the rank held on that date the retired pay or gratuity terms prescribed under the 1919 code instead of those prescribed under the 1956 code (Note-The rates of Retired Pay and gratuities under the 1919 code were last published in the Appendix to the Navy List for June 1956) The following rates do not apply to officers holding temporary or short service commissions

3 RATES The standard rates of retired pay will be as follows : They apply to permanent commissioned officers of all branches

Direct entry officers (except Chaplains) and officers promoted direct from the lower deck (or from the former Branch List)

(i) Naval Officers

If promoted to the rank of Commander before 1st January 1957 the standard rate of retired pay will be �675 a year.

Officers who have insufficient service to qualify them for retired pay will retain their right to ratings pension counting officer service for special rank elements on the following scale:

Sub Lieutenant or Second Lieutenant RM 3s 6d a week
Lieutenant 4s 0d a week
Lieutenant Commander or Captain RM 5s 0d a week

(c) Chaplains

The rate of retired pay for the Chaplain of the Fleet will be �1275 a year subject to completion of 28 years' total service and two years in the appointment For service short of 28 years deductions will be made on the scale in paragraph 6

The rates for Chaplains will be :

On completion of 22 years' service

�625 a year

Addition for each complete quarter of a year reckonable service up to the 27th year inclusive

�8 15s a year

Addition for each complete quarter of a year reckonable service from the 28th year to the 30th year inclusive

�10 a year

up to a maximum of �920 a year

 

For service short of 22 years deductions will be made on the scale in para 6

CONDITIONS OF AWARD OF RETIRED PAY OR GRATUITY

4 Qualifying Service

Eligibility for retired pay or gratuity is dependent on the completion of the following minimum periods of qualifying service reckoned in accordance with paragraph 12 (a) below

Retired pay

On retirement for a cause other than invaliding or under para 11 (b)

20 years

on invaliding

10 years

Retired pay may however be awarded on completion of not less than 15 years' reckonable service on compulsory retirement only

(a) To officers who necessarily entered in the interest of the Service at an age above the normal and have in consequence not completed 20 years' qualifying service at the time of their compulsory retirement for age or non-employment

To officers promoted from the lower deck provided that they have not less than 22 years' service including ratings service in full) from first entry or age of 18 whichever is the later

Gratuity

On retirement for a cause other than invaliding (Para 9) or under para 11 (e) 10 years

5 Conditions necessary for award of full standard rate

(a) Compulsory retirement

Subject to the following conditions regarding length of service and service in the rank retired pay at the standard rate is payable to an officer either

(i) compulsorily retired on reaching the age limit for service in the rank and Branch or

(ii) compulsorily retired before reaching the age limit by reason of it having been decided that he will not be further employed or promoted

(b) Service in the rank

An officer who retires for any cause other than invaliding must have completed the following periods of full pay service in the substantive rank to qualify for retired pay appropriate to the rank:-

(i) Admiral or General RM

one year

(ii) All other officers (except as in (iii)

two years

(iii) Majors RM (Special Duties)

one year

If an officer has less than the prescribed period of service in the rank his retired pay will be based on the highest rank for which he is so qualified

(e) Service from age 21

To qualify for the standard rate officers must have completed the following periods of reckonable service see para 12 (b) below:

Rear-Admiral Major-General RM or above

30 years

Captain RN after six years' service in the rank or
Colonel RM

Captain RN with less than six years' service in the rank or
Lieutenant-Colonel RM

6 Deductions for service short of the standard periods:

Where the total service given is less than the period according to rank prescribed in paragraph 5 (c) the rate of retired pay otherwise admissible will be reduced by one deduction at the following rates in respect of each quarter n art of a quarter of the deficiency:-

Where after a deduction has been made the net remaining rate of retired pay is less than the minimum appropriate to the rate of deduction any further deductions will be at the next lower rate For example if the standard rate of retired pay is f625 a year but under the above conditions eight quarterly deductions are to be made the first four deductions would be at �7 10s a quarter and the next four at (5 a quarter; thus the net rate of retired pay would be �575 a year

Voluntary Retirement

(a) Officers who are allowed to retire at their own request within two years of the date on which they attain the compulsory retiring age for their rank and branch will receive the rate of retired pay for which they are eligible by rank and service that would have been payable on compulsory retirement in the circumstances set out in paragraph 5 (a) above

(b) The rate of retired pay payable to an officer who is permitted to retire at his own request except as provided in sub-paragraph (a) above will be the rate which he would have received on compulsory retirement at the age-limit for service in his rank and branch reduced by one deduction on the scale shown in paragraph 6 above for each quarter or part of a quarter by which his age falls short by more than two years of that age limit with a further deduction of ten per cent of the resultant figure

Note-The award to a Captain RN who retires at his own request with less than six years' service in the rank will be assessed with reference to the standard rate of !1000 a year

8 Terminal Grants

A terminal grant will be paid in addition to retired pay The amount will be assessed at three times the annual amount of retired pay

9 Gratuities

(a) Gratuities at the following rates will be payable to officers on the General List holding permanent commissions who are allowed to retire voluntarily or are compulsorily retired otherwise than for unsuitability incapacity or misconduct but have insufficient service to qualify for retired pay The rate of gratuity is the same for officers of all Branches

For the first ten years' qualifying service �1000
For each year in excess of ten (subject to a maximum of �2800) �200

Officers transferred from the Reserves or from temporary service or while holding Short Service or Extended
