Article I
ALL Applications for Surveys shall he made in writing to the Captain by the Officer who has charge of the Provisions or Stores to be surveyed, and shall be transmitted by the Captain to the Flag Officer commanding the division of the Fleet to which he belongs, who is to order the Surveys applied for to be taken, except in cases which the Commander in Chief shall reserve for his particular directions. But Captains not serving in a Fleet or, if serving in a Fleet, not being at the time in company with the Flag Officer commanding the Squadron, or Division to which they belong, are to transmit such applications to the senior Officer present. Application for surveys to be made to the Captain in writing, who is to transmit it to the Flag Officer commanding the division ; or to the Senior Officer present.

Article II

Surveys are to he taken on the following occasions, viz. on Masts, Yards, Sails, and Stores of every description, when they appear to be worn out, and to be rendered unserviceable by use.

On Masts, Yards, Sails, Ames) and Provisions, when they appear to be rendered unserviceable by accidents, by leaks, by vermin, or by any other cause independent of their being being worn out by use.

On Stores or Provisions which, when received on board, appear to be deficient in quantity, or defective in quality.

On Stores or Provisions remaining on board, when the Officer who has charge of them wishes to pass his accounts, or, when he or any other Officer has reason to suspect that the quantity of any species remaining is less, from the quantity expended, than it ought to be or when by the death or absence of an Officers who has charge of soy Stores or Provisions, on by his being removed from the Ship, the charge of them is to be transferred to some other person.

On Stores and Provisions appearing to be deficient or defective.

On what other occasion Surveys are to be taken.

Article III
The Officers employed on Surreys are to be one Master, and two Officers of the class of him whose Stores are to be surveyed ; they arc all if possible to belong to other Ships than that to which the Stores to be surveyed belong ; but the Master of that Ship, and the Officer who has charge of those Stores, are to be present to give what information may be required, and to prevent partiality or injustice, or to represent it to the Captain if they perceive without being able to prevent it. But if there be a necessity for an immediate Survey. when there are not a sufficient number of Ships present to furnish, or when the sickness of their Officers prevents other Ships from furnishing, the number of Officers required, the Master of the Ship maybe ordered to assist at such Survey ; but if the Ship be alone, such Survey is to be taken by one of the Lieutenants, the Master, and one of the Master's Mates ; but in this case n Survey shall be taken again, if other Ships shall join company before the surveyed Stores, &c. have been disposed of. Article IV
The report made by Officers appointed to Survey Stores, &c. is to specify by whose order it is taken, and for what purpose ; what are the Articles ordered to be surveyed ; the quantity and quality of those articles remaining on board, or the actual state of any which shall be particularly represented as deficient or defective ; the number or quantity is always to be written in words at length ; and if any Stores complained of be found to be no longer fit for their proper use, the Report is to specify whether they be fit for any other, and for what, or whether they be no longer fit far any purpose whatever. Reports to specify by whose order and for what purpose the Survey was taken ; with other particulars.

Article V
If any appearance of neglect shall be discovered by the Surveying Officers, it is to be particularly noticed in their Report, whether it be the Officer who has charge of the Stores, or any other person, who may have been guilty of it ; but if an appearance of fraud be discovered the Surveying Officers are not only to notice it in their Report, but they are also to deliver to the Captain a separate Report informing him of their suspicions of such fraud having been committed, and of their reasons for suspecting it. Any appearance of neglect to be particularly noticed in the Report ; but if of fraud they are to deliver to the Captain a separate report.
Article VI
There are to be three copies of all reports of Stores, Provisions, &c. which are surveyed, each signed by all the Surveying Officers ; one of which Reports, written on the back of the order for the Survey, is to be delivered to the Officer who has charge of the Stores, &c. which ere surveyed: one copy to the Captain of the Ship to which the Stores belong ; and one, by the Captain, to the Officer by whose order the Survey was taken ; but when the Stores, &c. surveyed are to be transferred to the charge of another Officer, a fourth Copy, signed in the same manner, is to be delivered to the Officer to whose charge the Stores, &c. are to be transferred. Three copies of all reports of Stores, Provisions, &c. surveyed ; one for the Officer in charge of the Stores ; one to the Captain, and one to the Officer who ordered the Survey ; when transferred to another Officer, a fourth copy to be delivered to him.

Article VII

The Copy of the Report, delivered to the Officer who had charge of the Stores or Provisions surveyed, is to tie transmitted by him to the proper office, with his other books and papers, when he passes his accounts.

The Copy delivered to an Officer, to whom the charge of Stores or Provisions is transferred, is to be considered as the first charge of Stores or Provisions, and is to be sent with his books and papers when he gasses his accounts. The Copy delivered to the Officer, by whose order the Survey is taken, is to be by him transmitted to the proper Board, by the first safe opportunity ; and the Copy delivered to the Captain of the Snip is to be sent with his books and papers, when be passes his accounts.

Report delivered to the Officer having charge of the Stores to be transmitted by him to the proper officer.

How the other copies of the Report are to be disposed of.

Article VIII
The surveying Officers are not to direct any Stores or Provisions to be thrown over board, except such as by their putrescent state may be prejudicial to the health of the Ship's company ; whatever they find in such state, they are themselves to see thrown into the Sea before they leave the Ship ; and they are to mention their having done so in their report. All other Stores not convertible to any use, they are to direct the Officer having charge of them to return into store, whenever the Ship shall go to a Port where these is a store-keeper, or other Officer authorized to receive them. Surveying Officers not to direct an Stores to be thrown over-board except such as are putrescent.

All other useless Stores to be returned into store on arrival of the Ship in Port.

Article IX
If any Officer shall wilfully sign any false report of the quantity or condition of the. Stores or Provisions he is ordered to survey, or shall discover any fraudulent practices in the Management of such Stores or Provisions, without making proper mention of them in his report ; or if any person shall give any false account of Stores or Provisions, by which the surveying Officers may he deceived, and be led to make out an improper report, he is to he immediately suspended ; and his misconduct reported to the Commander in Chief, or to the Secretary of the Admiralty, that be may be tried by a Court Martial. Officers wilfully signing any false report, or persons giving false accounts of Stores &c. to be suspended and their conduct represented to the Commander in Chief.
Article X
When any Officer employed on a Foreign station shall be represented to the Commander in Chief as being in such a state of health, as to render it necessary for him to go to another climate, the Commander in Chief is to order three Captains, assisted by the Physician of the Fleet, and the Surgeons of the Ships they command, to survey him ; and if they shall be satisfied that to continue in the service in which be is employed would be attended with danger to his life, and that a change of climate is necessary to his recovery, they are to report accordingly, particularly specifying the disease or hurt which makes such change of climate necessary. But if they shall discover any misrepresentation in such Officer's case, or any disposition in him to withdraw himself unnecessarily from the service on which he is employed, they are to,report their opinion to the Commander in Chief, that all who have concurred in such misrepresentation may be dealt with as circumstances may require How to proceed in the surveying of Officers on a Foreign station when their state of health requires a change of climate.

Article XI
Men represented to be unfit for His Majesty's service are to be surveyed by three Captains, assisted by the Physician of the Fleet, and the Surgeons of the Ships they command. If any of those, who shall be found to 6e unserviceable, be men newly raised, they are to be entered on a separate report in which is to be particularly, specified, whether the hurts or diseases which render them unserviceable appear to have been got before, or after, they were received into his Majesty's service. How men represented to be unfit for His Majesty�s service shall be surveyed.

Article XII
Three Reports are to be made out ('signed by the Captains only) of an Officer being found incapable of continuing on the station where he is employed, two of which are to be delivered by the Captain of the Ship to the Commander in Chief, and the other to the Officer surveyed: the Commander in Chief is, by the first safe opportunity, to transmit one to the Secretary of the Admiralty ; and the Officer is to send that which he receives, together with the permission of the Commander in Chief to leave the Ship be belonged to, as soon as he shall arrive in any part of the United Kingdom. Two reports of men surveyed are to be made out and delivered to the Commander in Chief, one of which w he is to transmit by the first proper opportunity to the Secretary the Admiralty. Three reports to be signed by the Captains of Officers incapable of continuing on the station. How these reports are to be disposed of.

Article XIII
Surgeon's Instruments, Medicines and necessaries for the sick, are to be surveyed by the Physician of the Fleet and and two Surgeons, or by three Surgeons, as the Commander in Chief shall direct ; who arc to be very particular in specifying the quantity, quality, and condition of each m, them. If among the medicines they should find any ma fit to be administered, they are to see them thrown overboard. If there shall be a necessity for a Survey, ii when three Surgeons cannot be obtained, the Commanding Officer present may order a Surgeon's first Assistant to attend as one of the Surveying Officers. Physician of the Fleet with two or three Surgeons to survey Surgeon's instruments, Medicines and necessaries for the sick.
