Of Tobacco.

Article I
Tobacco, for the use of the companies of His Majesty's Ships and Vessels, is in future to be provided and supplied by, and under the direction of, the Commissioners for Victualling His Majesty's Navy; and proper depots thereof will be accordingly made at the established Victualling Ports, both at home and abroad. Tobacco is to be supplied by the Commissioners of the Victualling.
Article II
From the stores at such established Victualling Ports, and at such other places where there may be an Agent or Contractor for supplying .the same, the quantities of tobacco required for the companies of His Majesty's Ships employed on home and foreign services, are to be provided ; and which will be regularly supplied upon demands being made by the Purser, approved by the Captain, agreeably to the mode in use for obtaining supplies of Provisions. But with respect to Ships employed upon those stations where there is no Agent for the Victualling, or Contractor for tobacco, the Captain may, if he deem it expedient, direct the Purser to purchase such quantities as may be absolutely necessary in the same manner, and under the same regulations, as are pointed out for the purchase of the Provisions in the 31st and 34th articles of the chapter of Purser. Article III
No greater quantity of tobacco is to be allowed to any of His Majesty's Ships or Vessels, than two pounds weight avoirdupoise, per lunar month, to each of the seamen or other persons belonging to, or serving on board, such Ships or Vessels; nor is any greater quantity to be permitted to be shipped, at one and at the same time, than will be sufficient to serve the Crews of such Ships or Vessels for the periods to which they shall be severally victualled. Quantity allowed to be taken on board.
Article IV
All tobacco issued to the Companies of His Majesty's Ships and Vessels is to be charged to them severally on the Ship�s books, at the rate of one shilling and seven pence per pound avoirdupoise weight. Issues to be charged on the Ship�s books.

Article V
Whenever the Purser shall close his accounts, he is to take care to have the quantity of tobacco remaining on board ascertained and inserted in the receipts or surveys of remains, in like manner with other articles of Victualling Stores. He is also to prepare and deliver with his Victualling book into the Navy-Office, tobacco lists so drawn out, as to correspond with the different payments of the Ship, agreeably to Form (No. 1). And he is likewise to deliver into the Victualling Office with his other papers, Certificates signed by the Captain and himself, of the number of pounds of tobacco issued from the day of the then last Payment of the Ship, to the day on which the remains shall have been taken: which quantity is to be added to the remains credited in the account closed, and to be charged to the subsequent account, as the quantity remaining to be accounted for. Article VI
The Purser is to be charged with the tobacco with which he shall be supplied, according to the actual weight at the time he receives it; and all deficiencies which may appear on making up his accounts, are to be charged to him at the same rate which the seamen are to pay for what may be issued to them, that is to say one shilling and seven pence per pound. But in order to compensate the Purser for loss by diminution of weight whilst on board, and other unavoidable waste to which tobacco is subject, a reasonable allowance upon the aggregate quantity he shall appear to have issued will be made to him upon the passing of his said accounts at the Victualling Office. Article VII
Supernumeraries of every description borne on board His Majesty's receiving Ships, and also those borne on board other Ships for Victuals only, are not to have any tobacco issued to them from the public Stock in the Pursers charge. No issues to be made to supernumeraries in receiving Ships or borne on board other Ships for victuals only.
Article VIII
By way of recompense to the Purser for the faithful discharge of this trust, he will be allowed upon the passing of his accounts a commission of ten pounds per centum on the amount of the quantity of tobacco he shall appear to have regularly issued, calculated at the price at which it is charged to the seamen. Allowance to the Purser.
