  1. Commodore of the Depôt.
  2. Above 27 ; 6 years' service as Electrician, of which 3 years must have been actually afloat, including Acting time allowed to reckon ; very good conduct during previous 12 months; a Certificate by the Captain and the Lieutenant (T) of the last Ship served in, that he is considered fit for advancement to the rating of Chief Electrician.
  3. 1.-A good knowledge of all types of electric motors and other electrical apparatus used in the Service. 2.-Ability as a practical workman in repairing the same. 3.-A good knowledge of the construction and maintenance in repair of Whitehead torpedoes.
  4. Officers of a Torpedo School at a Home Port. May be provisionally examined by one Lieutenant (T) in the presence of a Captain or Commander, but must present himself for examination at a Torpedo School at first opportunity. Men rated after provisional examination only who fail subsequently to pass in the Torpedo School must revert to their previous rating and cannot be re-examined until after the expiration of 3 months.
  5. Electrician of any class.
  6. To be acting for one year. At the expiration of this period he may be confirmed by the Commander-in-Chief or Senior Officer on the Station, if his conduct. &c. have been satisfactory. In cases of specially meritorious service an Electrician who has completed the minimum period of qualifying service, and has passed for Chief Electrician may be recommended for promotion irrespective of his position on the Roster. and in excess of the numbers allowed, the promotion being absorbed in the next vacancy. See below in column 4 opposite Nos. 19 to 23 (Electrician).

  1. Commodore of the Depôt for men serving in Ships and Establishments under the Commander-in-Chief of a Home Port. Commander-in-Chief in other cases.
  2. Over 22. After one year's service as Acting Electrician. Must have passed the necessary examination in the Torpedo School, and must produce a certificate from the Lieutenant (T) of his Ship, approved by the Captain that he is a good workman and deserving of confirmation.
  3. Good ability as a practical workman in repairing and refitting electric motors and all electrical instruments in use in the service. Good theoretical and practical knowledge of electricity and electric light, including wireless telegraph. Good knowledge of the construction and repair of Whitehead torpedoes torpedo tubes, and all fittings connected with them.
  4. Officers of a Torpedo School at a home Port. For (E) (F) (G) see No. 23 - Acting Electrician, 4th Class.

  1. Captain of a Torpedo School.
  2. 21 to 28 ; must be able-bodied men of good character, who are thoroughly efficient fitters and turners or instrument makers with at least 5 years' practical experience.
  3. Educational.- School Standard VI :-Arithmetic, including vulgar and decimal fractions and simple interest ; dictation ; reading. Practical.- A practical examination in fitting and turning or instrument making.
  4. Officers of a Torpedo School at a Home Port.
  5. An Electrician of any class may be disrated to any lower class.
  6. Acting Electricians will be entered at the Torpedo Schools and will go through a course of instruction there, at the expiration of which they will be required to pass the examination detailed at (C). On passing, they will be drafted to sea-going Ships as Acting Electricians to complete their period of one year's probation. An Electrician can count the whole of his Acting time towards increase of pay, provided that he obtains the necessary certificate from the Lieutenant (T) of his Ship within fifteen months from date of entry. See (B). If he fails to obtain this certificate within fifteen months of his first entry, only fifteen months of his Acting time will be allowed to count towards increase of pay at whatever period of his service he may obtain the certificate. Before an Electrician is advanced to the 3rd Class, he must obtain a Certificate from the Lieutenant (T), approved by the Captain, that he is competent to perform the duties of an Electrician, 3rd Class, and this is to be noted on his Certificate of Service and in the half-yearly return S. 507. No Chief or other Electrician is to be advanced from one class to another unless he has maintained very good conduct during the previous twelve months. The case of any Acting Electrician who fails to pass out of the Torpedo School within eighteen months from the date of his first entry, or whose conduct during probation is not satisfactory, is to be reported to the Commander-in-Chief in order that the question of his retention in the Service may be considered by the Admiralty. A full statement of his case is to be made, giving any reasons which may exist for his failure to pass, or any detail; about his misconduct.
