- Certified as having attained a qualification not below " Very Good " in the course of training in the working of Fire Control Instruments. Applicable only to Band Ranks for service afloat.

MUSICAL PROFICIENCY ALLOWANCE (M.P.A.) :
To Band Ranks and Buglers who are :
- In receipt of efficiency allowance, and certified by the Commandant as superior performers on their instruments. In the case of Buglers they must be 18 years of age, and classified as "V.G." on all their instruments.
- NOTE (1).-The allowances are to commence when all the required standards of efficiency have been attained, but not sooner than 18 months after enlistment (including former service) unless previously embarked. If so embarked payment is to depend upon a certificate by the Commandant that the man has qualified in such courses as he may have undergone. If disembarked within the 18 months payment will cease.
- NOTE (2).-In the case of Band Ranks who have not passed through the School of Music, the certificates mentioned in a, b, c, and d, are to be granted by the Captain of the Ship in which the men are serving before payment is made (except that the 3rd Class Certificate of Education will not be required until the men have had an opportunity of obtaining it).
- NOTE (3).-In the event of a man being found inefficient in performance on any of his instruments, or of an award for ability inferior to" Satisfactory " being made on his certificate of service the allowances are to be forfeited from the date of being found inefficient or of such award for ability until the man shall have fully complied with the requirements for the respective allowances.
- NOTE (4).-These allowances are not payable to Band Ranks in receipt of pay according to the old Naval Scales.
- NOTE (.5).-Any changes in the rates of efficiency allowances of Royal Marines serving afloat are to be noted on the Quarterly Return - S. 365.
- NOTE (6).-Buglers transferred to the ranks will cease to draw efficiency allowances as Buglers on transfer.

GOOD SHOOTING ALLOWANCE (G.S.A.) :
To Warrant Officers, Non-Commissioned Officers and Men (except Band Ranks and Buglers) who are in receipt of efficiency allowance and are classified as Marksman or 1st Class Shot in the Trained Soldiers' Courses of Musketry under War Office Regulations -
NOTE (1).-The allowances are to commence when all the required standards of efficiency have been attained, but not sooner than 18 months after enlistment, (including former service) unless previously embarked. If so embarked, payment is to depend upon a certificate by the Commandant that the man has qualified in such courses as he may have undergone. If disembarked within the 18 months, payment will cease.
NOTE (2).-In the event of failure to maintain the prescribed standards of efficiency, or of an award for ability inferior to "Satisfactory" being made on the Certificate of Service or of failure to re-qualify in Musketry or Gunnery within three years (except for sufficient reasons to be certified by the Commandant or Captain of the Ship) the allowances are to he forfeited from the date of failure or of such award for ability until the man shall have fully complied with the requirements for the respective allowances.
NOTE (3),- Payment of Good Shooting Allowance is to be suspended when a man fails to re-qualify as a 1st Class Shot while undergoing the Naval Course, and will not be restored until he does so re-qualify, or re-qualifies in the Army Course. A similar rule will apply as regards efficiency allowance if a man fails to re-qualify as a 2nd Class Shot when undergoing the Naval Course.
NOTE (4).-These allowances are not payable to Schoolmasters, R.M.
NOTE (5).-The Standard of Efficiency in Infantry duties is that which entitles Men to be paid as at (a) in Part I., Nos. 114 and 115. In Field Training the Commandant will decide each man's class on its merits, taking into consideration the recommendation of the Field Officer Superintending Field Training. Every man must attain a fairly high standard of individual discipline being classified as V.G. and of educational, physical and military efficiency. He must also be a good skirmisher. The musketry standard is that of 2nd Class in the Trained Soldiers' Course of Musketry under the Musketry Regulations (War Office). The Gunnery Standard for R.M.L.I. is that of Passed in Gunnery ; for R.M.A., that of Gunner (excluding 2nd Class Gunner). The Standard of Education as a rule should not be below that of a 3rd Class Certificate of Education.
NOTE (6).-Any changes in the rates of efficiency allowances of Royal Marines serving afloat are to be noted on the Quarterly Return; S. 365. |
