  2. Over 21 ; must be recognised by the Board of Education as a Certificated Teacher or have qualifications substantially equivalent.
  3. Director of Naval Education.
  4. Cannot be disrated.
  5. Admiralty approval must be obtained for all re- engagements of Naval Schoolmasters. both to complete time for pension. and for subsequent period. An Annual return is to be forwarded to the Admiralty by the Commanding Officers of Establishments in which Naval Schoolmasters are serving, reporting on their zeal, judgment, and work and qualifications generally, a similar return being furnished on supersession.

  1. Commodore of the Depot for men serving in Ships and Establishments under the Commander-in-Chief of a Home Port. Commander-in-Chief in other cases.
  2. Over 30 ; 4 years' service as First Writer, and provided he has been recommended for two years continuously by the Captains of the Ships in which he has served or by the Captain of his present Ship. These recommendations should appear in Certificate form on the Man's Service Certificate and on the Ship's Ledger in which the advancement occurs.
  3. Third Writer.
  4. If a Writer is disrated, he may regain his former class as heretofore. Chief Writers are not to be permitted to re-engage after completing flute for pension without the Commander-in-Chief's sanction.

  1. Commodore of the Depôt for men serving in Ships and Establishments under the Commander-in-Chief of a Home Port. Commander-in-Chief in other cases.
  2. Over 26 ; 4 years' service as Second Writer.
  3. Good knowledge of Arithmetic, of keeping and rendering the Ledger and other Ship's books, and of the business of the Naval Savings Bank, and a good acquaintance with the Admiralty Instructions and printed Circular Letters. Sufficient experience, good character, fitness for the rating generally.
  4. Two Paymasters or Paymaster and Naval Instructor.
  5. Third Writer.
  6. Candidates may be examined within 6 months of completing the necessary qualifying time. Those who owing to lack of opportunity cannot be examined immediately on completing the necessary qualifying time are, if successful, to have their Passing Certificates antedated provided they pass at the earliest opportunity. Rejected candidates are to present themselves for re-examination not later than 12 months after the date of the first examination. The case of any Second Writer who fails to pass at the second attempt under these conditions is to be reported to the Admiralty for decision as to his retention in H.M. Service. The fact of a candidate having passed or failed to pass is to be noted on his Service Certificate and the Ship's Ledger : particulars of any ante-dating are to be briefly inserted. The Passing Certificate S. 442 is to be forwarded through the Commander-in-Chief to the Commodore of the Depôt to which the man is attached.

  1. Commodore of the Depôt. To be rated Acting until they have carried out the duties of a Ship�s Steward for twelve months in a Ship allowed that rating in the complement, at the expiration of which period a special report is to be forwarded to the Commodore of the Depôt, in each case, before being considered for confirmation.
  2. Over 22 ; 12 months' service as Second Ship's Steward. (In the case of Ship's Steward's Assistants, passed and qualified for Ship's Steward under old regulations, the service qualification for advancement to Ship's Steward is 4 years as Ship's Steward's Assistant, or 4 years as Ship's Steward's Assistant and Second Ship's Steward combined.) Men who fail to attain the necessary standard for the C.P.O. rating when passing for Second Ship's Steward (sea No. 44) may present themselves for further examination if within three months of completing qualifying service.
    1. Knowledge of Weights and Measures and of Arithmetic, including vulgar fractions and decimals - 100 marks.
    2. Scale and Allowance of Provisions and substitutes, mode of issue to Messes, Sick Mess, Bakeries, &c. Ability to prepare demands for Provisions, Clothing, Soap, Tobacco, lmplements, Mess Traps, having regard to numbers borne, and the authorised stocks. Regulations, and general routine as regards issue of Clothing - 100 marks.
    3. Acquaintance with usual precautions for the safe custody of Provisions, Clothing, Implements, &c., to prevent deterioration. Method of stowing holds, and storage of Clothing - 100 marks.
    4. General knowledge of the Admiralty Instructions as far as they relate to Provisions, Clothing, Soap, Tobacco, Implements, Mess Traps, &c. Ability to keep Provision. Clothing, Implements, Mess Trap Accounts, together with the subsidiary books, Certificates, &c. - 200 marks.
    5. In order to qualify, Candidates must obtain at least 75 per cent. of marks in each subject, and not less than a total of 400 marks.
  3. Two Paymasters, in the presence of a Captain or Commander.
  4. Ship's Steward's Assistant of the relative rank of Leading Seaman, for which he is qualified by service.
  5. The passing Certificate is to be given to the candidate, and a Duplicate sent to the Commodore of the man's Depôt. (See 385 as to men who fail to pass for Ship's Steward.) No Ship's Steward is to be allowed to re-enter or re-engage without the concurrence of the, Commodore
