NOTE a.-Vacancies for Chief Petty Officer, Chief Yeoman of Signals, Chief Petty Officer Telegraphist. and Chief Stoker due to death, desertion, or other cause of final discharge from the Service, i.e., those vacancies which involve the reduction of a Chief Petty Officer in the total numbers borne in the Royal Navy, are to be filled by the Commanding Officer of the Ship or Establishment in which the vacancy; occurs, provided that a suitable candidate qualified for advancement is serving on board. If there is no one available in the Ship or Establishment the Commander-in-Chief or Senior Officer is to select a candidate from the Fleet or Squadron under his command. If no suitable qualified man is available from this source, application is to be made for the vacancy to be filled from the Port to which the Ship is attached for manning purposes.

Invaliding or other Station vacancies for Chief Petty Officer and Chief Yeoman of Signals only, are to be filled in the same way on all Foreign Stations except. the Mediterranean. In the case of all other invaliding or Station vacancies, men may be appointed to carry on the duties of C.P.O., but. instead of receiving an Acting Rating they are to be given difference of pay under Art. 1432.

Promotions to Chief Petty Officer, Chief Yeoman of Signals, Chief Petty Officer Telegraphist, and Chief Stoker to complete Port Division numbers are made by the Commodore of the Depot from a roster of men recommended for advancement. Candidates for Chief Petty Officer, Chief Yeoman, Chief Petty Officer Telegraphist, or Chief Stoker are not to be put on this roster until they have the required qualifying service, notwithstanding that Yeomen may have previously passed the prescribed examinations for Chief Yeoman. The roster is to be kept complete by Return S. 507. Promotion is made by seniority tempered by selection, irrespective of non-substantive qualifications. In special cases of meritorious service, promotion may be made in excess of the numbers allowed, the promotion being absorbed in the next vacancy. Men promoted in Port Division vacancies when serving abroad are to be sent home by first opportunity.

Signal ratings who, prior to the enforcement of these regulations, have passed the examination for Signal Boatswain or Signal Instructor, are to be considered as having passed for Chief Yeoman under the new conditions.

  1. Captain, as vacancies occur.
  2. Selected from men of V.G. character who have at least one year's service as Leading Seaman in a seagoing Ship, and have been recommended by the Captain. They must hold at least the acting qualification of S.G. or S.T., and have passed the following examinations.
    1. The educational test (Art. 380 and Appendix X., Part XVII.).
    2. In Seamanship, including elementary signals ; semaphore ; thorough knowledge of the rule of the road at sea and the use of sound signals in connection with alterations of course ; management of boats under steam, sail, and oars; helm, compass, and lead; splicing in hemp and wire; anchor work ; rigging sheers and derricks; the general duties of a Petty Officer in a modern man-of-war.
    3. Upon the watertight fittings, pumps. and simple constructive details of the Ship in which the candidate is serving.
    4. Writing up the Log Book ; understanding ordinary printed instructions on technical matters. The examination in these subjects is to be conducted orally.
  3. The Executive and Navigating Officers, Boatswain and Carpenter.

  5. Leading Seamen qualified for Gunnery are to be sent to sea with the rating of Acting Petty Officer immediately on qualifying. Leading Seamen qualified for Gunner or Gunner (T) are to be sent to sea with the rating of Acting Petty Officer in time to ensure their having served in that capacity for a year before their turn for promotion is expected to arrive. At the end of 12 months in the Acting rating they are to be confirmed as Petty Officers if recommended in all respects for Warrant rank. After the return to England of a Petty Officer (N.S.) who has been rated since leaving, he is to be put through the Petty Officers' course in a Gunnery or Torpedo School. If not successful after a second trial, he is to revert to Leading Seaman. Non-substantive rates of S.G. or S.T. must be relinquished on promotion to P.O.

  2. Over 18 ; sufficient experience at sea of a Seaman's duties : must satisfy his Commanding Officer as to his physical activity and alertness. Advanced Class Boys and other Boys who are noted as specially proficient are, on passing the required examination for Able Seaman, to be given that rating as soon after being rated Ordinary Seaman as their Commanding Officers consider that they fulfil the before-mentioned requirements.
  3. Seamanship (fairly efficient in steering, heaving the lead, rowing, knotting and splicing both hemp and wire rope, and in the general duties of a Seaman); Gunnery, Torpedo, and Field Training as laid down in the Courses of Instruction in Gunnery and Torpedo; must in addition be able to knot and splice wire rope; must pass the examination in the use of simple mechanical tools and in Stokehold work, as laid down in Appendix X.-Pt. X VIII., and be able to make and read semaphore at a slow rate and to know the colours and application of such flags and pendants as will enable him to make and look out a signal in the Boat's Signal Book.

  2. Boys 1st Class, on attaining the age of 18, or at the latest 18�, are to be rated Ordinary Seaman. Boys entered over the age of 16� years (" Youths") are to be advanced as soon as they complete 6 months' service and attain the age of 18 years ; but if qualified for the rating, they may be specially advanced after 4 months' service if 18 years of age. Such special advancements are to be made only in exceptional circumstances.

The case of every Boy 1st Class, who is not considered fit to be rated Ordinary at 18 and of every "Youth " who is not considered fit for the rating when qualified by service and age, is to be reported to the Commander-in-Chief.   2. Over 15�, under 16� ; height and chest measurements are subject to variation from time to time according to directions from the Admiralty. He must produce a certificate of birth, or a declaration made by his parents or guardians before a Magistrate to show that. he is of the proper age ; also, the consent in writing of his parent or guardian; or nearest relative if he be an orphan, to his entering the Navy, and to his engaging to serve until he shall have completed 12 years' Continuous Service from the age of 18.
  3. Able to read and write. The lowest test is that he shall be able to read a passage from Standard II Reading Book (New Code) ; to write a passage of not more than six lines from the same book, slowly read once, and then dictated word by word ; and to sign his name legibly. If he does not quite reach the standard of height and measurement, he may, if in all other respects desirable, be entered with the special permission of the Inspecting Captain of Boys' Training Ships.
  4. A Captain or Commander, a Lieutenant, and a Medical Officer.
  5. Cannot be disrated for punishment.
  6. Boys are not to be received from Reformatories or Prisons, nor from Industrial Schools, unless with the sanction of the Inspecting Captain of Boys' Training Ships, nor if they have been convicted before a Magistrate ; applications for entry of Boys from Industrial Schools should be made to the Inspecting Captain of Boys' Training Ships. A Boy who has been already passed by a Naval Medical Officer is not to be medically examined a second time. Boys who have been previously passed by a Medical Officer or Practitioner are to be surveyed at a Hospital before being discharged.
