Not less than 5 years combined service with V.G. conduct as Yeoman of Signals and 2nd Yeoman (O.S.) or Leading Signalman over 3 years passed for P.O. (C) A thorough knowledge of the contents of the different signal books ; thoroughly proficient in all the methods of Visual Signalling, Semaphore, Heliograph, Flag Waving, Flashing and Telegraphy (with wires). A general knowledge of the organisation of wave-lengths, route of messages, signalling procedure, the ranges to be expected and the general capabilities and limitations of Wireless Telegraphy.

NOTE a.-Vacancies for Chief Petty Officer, Chief Yeoman of Signals, Chief Petty Officer Telegraphist. and Chief Stoker due to death, desertion, or other cause of final discharge from the Service, i.e., those vacancies which involve the reduction of a Chief Petty Officer in the total numbers borne in the Royal Navy, are to be filled by the Commanding Officer of the Ship or Establishment in which the vacancy; occurs, provided that a suitable candidate qualified for advancement is serving on board. If there is no one available in the Ship or Establishment the Commander-in-Chief or Senior Officer is to select a candidate from the Fleet or Squadron under his command. If no suitable qualified man is available from this source, application is to be made for the vacancy to be filled from the Port to which the Ship is attached for manning purposes.
Invaliding or other Station vacancies for Chief Petty Officer and Chief Yeoman of Signals only, are to be filled in the same way on all Foreign Stations except. the Mediterranean. In the case of all other invaliding or Station vacancies, men may be appointed to carry on the duties of C.P.O., but. instead of receiving an Acting Rating they are to be given difference of pay under Art. 1432.
Promotions to Chief Petty Officer, Chief Yeoman of Signals, Chief Petty Officer Telegraphist, and Chief Stoker to complete Port Division numbers are made by the Commodore of the Depot from a roster of men recommended for advancement. Candidates for Chief Petty Officer, Chief Yeoman, Chief Petty Officer Telegraphist, or Chief Stoker are not to be put on this roster until they have the required qualifying service, notwithstanding that Yeomen may have previously passed the prescribed examinations for Chief Yeoman. The roster is to be kept complete by Return S. 507. Promotion is made by seniority tempered by selection, irrespective of non-substantive qualifications. In special cases of meritorious service, promotion may be made in excess of the numbers allowed, the promotion being absorbed in the next vacancy. Men promoted in Port Division vacancies when serving abroad are to be sent home by first opportunity.
Signal ratings who, prior to the enforcement of these regulations, have passed the examination for Signal Boatswain or Signal Instructor, are to be considered as having passed for Chief Yeoman under the new conditions.

- (1) The educational test (Art. 380 and Appendix X., Pt. XVII.). (2) Very good knowledge of the contents of the different Signal Books ; thoroughly proficient in the various methods of Visual Signalling, Semaphore, Heliograph, Flag Waving, Flashing, and Telegraphy (with wires). (3) Writing up the Signal Log; understanding ordinary printed instructions on technical matters. The examination in these subjects is to be conducted orally.
- As for Chief Yeoman (N.S.).
- Signalman.
- On completion of a course in a Signal School certificates of Qualification are to be given according to the degree of School efficiency arrived at (and entered in the Man's History Sheet), but a higher rating is not to be conferred unless the candidate has been recommended for advancement from his last sea-going ship. If not so recommended, but passed in a Signal School for the Higher rating, he is not to be advanced until his next Captain is satisfied that a sufficient practical experience at sea has been gained and that he is in other respects fit for the rating.

- Two years' service as Signalman, one of which must have been afloat. Must be recommended for advancement by Captain of last sea-going ship. Must have passed qualifying examination, and be capable of taking charge of a Signal watch.

Semaphore, Heliograph, Flag-waving, Flashing, and Telegraphy (with wires). Men are not to present themselves for this examination until they possess the necessary qualifying service.
- Two Officer, possessing good knowledge of Signals, one of whom should be a Lieutenant qualified in Signalling Signal Boatswain. If the latter is not available, his place should be taken by a Chief Yeoman.
- Signalman.
- If there is no opportunity for the examination to be conducted by the Officers mentioned under (D), on completion of a course, as laid down for Yeoman, the man is to be rated acting only until so examined and confirmed in rating. To qualify for increased pay and pension privileges after 3 tears' service, a Loading -Signalman must have passed the examination for Yeoman (see No, 34). See also (F) under No. 34.
