Sufficient experience: V.G. character, fit to take charge of the wireless department of a Flagship ; not less than 4 years sea service, as Petty Officer Telegraphist, but men who have been transferred from the Signal Branch may count all time as Yeoman and Second Yeoman during which they were employed on Wireless Telegraphy duties.

  2. Telegraphist.
  3. Chief P.0. Telegraphist, (O.S.) will hold that rating only until they undergo the course and pass the examination for P.0. Telegraphist. They are to go through this course at the first opportunity after their return home. If successful they will be rated C.P.O. Telegraphist. If their former total rate of pay (substantive and non-substantive), exceeded 3s. a day they may continue to receive such former rate.

NOTE a.-Vacancies for Chief Petty Officer, Chief Yeoman of Signals, Chief Petty Officer Telegraphist. and Chief Stoker due to death, desertion, or other cause of final discharge from the Service, i.e., those vacancies which involve the reduction of a Chief Petty Officer in the total numbers borne in the Royal Navy, are to be filled by the Commanding Officer of the Ship or Establishment in which the vacancy; occurs, provided that a suitable candidate qualified for advancement is serving on board. If there is no one available in the Ship or Establishment the Commander-in-Chief or Senior Officer is to select a candidate from the Fleet or Squadron under his command. If no suitable qualified man is available from this source, application is to be made for the vacancy to be filled from the Port to which the Ship is attached for manning purposes.

Invaliding or other Station vacancies for Chief Petty Officer and Chief Yeoman of Signals only, are to be filled in the same way on all Foreign Stations except. the Mediterranean. In the case of all other invaliding or Station vacancies, men may be appointed to carry on the duties of C.P.O., but. instead of receiving an Acting Rating they are to be given difference of pay under Art. 1432.

Promotions to Chief Petty Officer, Chief Yeoman of Signals, Chief Petty Officer Telegraphist, and Chief Stoker to complete Port Division numbers are made by the Commodore of the Depot from a roster of men recommended for advancement. Candidates for Chief Petty Officer, Chief Yeoman, Chief Petty Officer Telegraphist, or Chief Stoker are not to be put on this roster until they have the required qualifying service, notwithstanding that Yeomen may have previously passed the prescribed examinations for Chief Yeoman. The roster is to be kept complete by Return S. 507. Promotion is made by seniority tempered by selection, irrespective of non-substantive qualifications. In special cases of meritorious service, promotion may be made in excess of the numbers allowed, the promotion being absorbed in the next vacancy. Men promoted in Port Division vacancies when serving abroad are to be sent home by first opportunity.

Signal ratings who, prior to the enforcement of these regulations, have passed the examination for Signal Boatswain or Signal Instructor, are to be considered as having passed for Chief Yeoman under the new conditions.

If he fails he must wait until recommended by his Commanding Officer after not less than one year's service, before undergoing another course on return to the "Vernon." If possible P.0. Telegraphists are to re-qualify every time they return home. No P.O. is to go four years without a re-qualifying course.

    1. For acting rating, Commander-in-Chief. For confirmation in rating Commodore, R.N. Barracks as vacancies occur, and if recommended by Commanding Officer for confirmation,
    2. Two years sea service as Telegraphist, including one year in a sea-going fleet, to qualify for acting rating (Service qualification not required in case of Telegraphists who have been transferred from other ratings).

    5. Telegraphist.
    6. On completing qualifying service a man may apply for examination for Leading Telegraphist. If he passes he may be rated Acting Leading Telegraphist by the Commander-in-Chief, provided he has necessary qualifying service. His name is to be sent to H.M.S. Vernon and the Depot, and he will be confirmed as under (A). In event of failure to pass examination a man is not to compete again for 3 months. A second failure is to defer further examination for 6 months, and a third failure for a year. To qualify for increased pay and pension privileges after 3 years' service a Leading Telegraphist must have passed the examination far Petty Officer Telegraphic (see No. 35).
